NY unemployment reporting question - claim 1 hour of work but answer 'returned to work' yes or no?

I finally got a job after being on NY unemployment for what feels like forever, but today I only worked 1 hour just to fill out paperwork and do orientation stuff. When I certify this Sunday, I know I need to report that 1 hour of work, but I'm confused about the 'have you returned to work' question. Should I answer yes even though it was just paperwork? Or is 'returned to work' only when you're fully back to regular employment? Don't want to mess anything up and get flagged for fraud or something.

The NY unemployment system is SUCH A MESS with these questions!!! I got totally screwed over last month when I answered this question wrong. Check your benefit handbook - page 11 says ANY work means you've "returned to work" even if it's temporary or part-time. NYSDOL is just LOOKING for reasons to deny benefits!!! They make these questions confusing ON PURPOSE!!! 😡😡😡
