NY unemployment didn't include $450 federal supplement on back payments - stuck for months
Has anyone dealt with this frustrating situation? I'm owed 2 back payments from NY unemployment - one from week of 2/14/2025 and another from week of 7/18/2025. DOL finally processed the repayments but only sent the weekly base amount, not the $450 federal supplement that was supposed to be included. I've talked to literally 12 different specialists over the last 4 months who keep telling me the same thing - that they submitted payment requests for the federal portion. But yesterday a specialist dropped a bombshell saying DOL doesn't actually have a system to resend just the federal portion because it's automatically attached to the weekly payments! So now I'm completely confused. I've been waiting over 6 months for these two federal payments ($900 total). Does anyone know what's really true here? Is there a way to get just the federal portion paid out? Who can I talk to that will actually help instead of giving me the runaround? This is making me crazy!

•8 months?! Ugh, that's even worse than my situation. Did you just keep calling the regular number or did you eventually reach someone helpful?

The specialist who told you DOL can't reissue just the federal supplement is incorrect. They absolutely can process separate payments for the federal portion. I had this exact issue in January and they resolved it by manually issuing the supplement payments. You need to ask specifically for a Tier 2 specialist who handles payment reconciliation. The frontline representatives often don't have the authorization to process these types of corrections. Make sure you have your payment history printed out showing the weeks where you received only the base amount without the supplement.

•Thank you! This is super helpful. I wasn't aware there were Tier 2 specialists. Is there a different number to reach them, or do I need to go through the regular line and specifically request Tier 2?

I had a similar issue last year. Got so frustrated trying to get through to someone who could actually help. I ended up using Claimyr (claimyr.com) to get through to an agent quickly instead of waiting on hold forever. They have a service that calls NYSDOL for you and connects you when an agent answers. Check out their demo video: https://youtu.be/Rdqa1gKtxuE Once I got through to an actual person, I had to be really specific about the missing federal supplement payments. The key was getting transferred to the payment resolution team - the regular agents couldn't help. I had my issue fixed within a week after 3 months of getting nowhere.

•I've never heard of this service but I'm desperate at this point. Did they transfer you to the payment resolution team right away or did you have to specifically ask for that?

•I had to specifically ask for the payment resolution team. The first agent tried to handle it herself but couldn't. When I mentioned I needed help with "federal supplement reconciliation" they knew to transfer me. Having the exact payment dates ready was also super helpful.

OMG the NY unemployment system is GARBAGE!!!! I had missing payments from March and gave up after 4 months of trying. They keep saying they'll fix it but nothing ever happens. The whole system is designed to make us give up. Don't let them win!!!! Keep calling and documenting EVERYTHING. Record the calls if you can (NY is one-party consent for recording).

I'm wondering if this is related to the March 2025 system upgrade they did? There was a known issue where the federal supplement was getting disconnected from base payments for backdated claims. I work with a community assistance program, and we've seen several cases like yours. The solution requires a manual override in the system, which can only be done by a supervisor or payment reconciliation specialist. There are two approaches that have worked for our clients: 1. Ask for a "Form TC-403B" to be completed by the agent. This is an internal payment correction form specifically for federal supplement issues. 2. Request a callback from the "Federal Program Payment Unit" - they handle exactly this type of issue. Keep in mind that once the correct team processes your request, it still takes 3-5 business days for the payment to appear in your account. Also, you may receive the two missing supplements as a single combined payment rather than two separate ones.

•Thank you so much for this detailed information! I've never heard of Form TC-403B or the Federal Program Payment Unit. This is incredibly helpful. I'll definitely use these specific terms when I call back. Really appreciate you taking the time to explain this.

Question - did you ever receive an official determination letter about these back payments? Sometimes when they process backdated claims, they send a separate determination about the federal supplement eligibility. Check your online message center and see if there's anything there about your eligibility for those specific weeks. Also, I'm curious if you've checked your payment history in your online account? Sometimes the system shows the payments as "processed" but with a future release date.

•I did get determination letters for both weeks saying I was eligible for my full benefits including the federal supplement. In my payment history, it shows the base amount as "paid" but nothing about the federal portion - it's like it doesn't exist in the system. That's what makes this so frustrating!

•That's definitely a system error then. When you call back, mention specifically that you have determination letters confirming eligibility for the federal supplement. That's solid proof they need to fix this. Make sure they document this in your case notes.

I had something sorta similar happen but it was with backpay from an appeal I won. Never got the federal part either. I wonder if there getting away with not paying out millions in supplements by making it so complicated to fix? Has anybody actually calculated how much money they're saving by "accidentally" not including the supplement part of what we're owed??

Update on this issue: There was a technical directive issued in May 2025 (TD-25-047) that specifically addresses the federal supplement reissuance problem. The directive acknowledges the system limitations but establishes a manual workaround process. The key is to have the agent reference this technical directive in your case notes. The process requires supervisor approval but should take no more than 14 business days to resolve once properly initiated. If you continue to have problems, you may want to contact your state representative's office. Many have designated staff who handle unemployment issues and can escalate cases like yours.

•Thank you so much for this update! Having the specific directive number (TD-25-047) will be so helpful when I call. I'll definitely reference this. I might try contacting my state rep if this next attempt doesn't work.

my cousin works for nys unemployment and she said they have a huge backlog of these supplement payment issues. apparently the federal money and state money come from different sources and sometimes the systems dont talk to each other right. dont give up!

UPDATE: I wanted to let everyone know what happened! I finally got this resolved today. After calling using the Claimyr service (which actually worked great btw), I was connected to an agent in about 15 minutes. I specifically asked for a Tier 2 specialist who handles payment reconciliation and mentioned the Technical Directive TD-25-047. The agent initially tried to tell me the same story about not being able to reissue just the federal portion, but when I mentioned the directive by number, they put me on hold to consult with a supervisor. When they came back, they confirmed they could submit a Form TC-403B to reissue the federal supplements! They said I should see the payment within 7-10 business days. I'll update again when/if it actually comes through. Thank you all so much for your help - especially the specific advice about the technical directive and payment resolution team!

•This is great news! Thank you for the update. It's always helpful to hear success stories. The technical directive number is often the key to getting past the standard responses. I hope your payment arrives promptly!
