If you're having trouble getting through to NYS Department of Labor to ask about your specific situation, I used a service called Claimyr that helps you actually reach an agent by phone. They have a video demo at https://youtu.be/qyftW-mnTNI that shows how it works. The site is claimyr.com and it saved me hours of trying to get through the busy phone lines. Might be worth checking out before you make any big decisions about quitting.
My cousin quit her job last month because her employer kept changing her shift times with no notice and she couldn't arrange childcare. She's going through the adjudication process now but her case worker told her that sudden schedule changes without reasonable notice can sometimes qualify as good cause, especially if you have dependent care responsibilities. Every situation is different though so definitely don't quit without talking to someone first.
employees don't pay into unemployment in NY unlike some other states where they deduct it from your paycheck. its all employer funded here
If you're not seeing payments after a full week past your waiting week, that's when I'd start calling NYS Department of Labor. The problem is actually getting through to someone - I spent hours on hold multiple times. A friend told me about this service called Claimyr (claimyr.com) that basically calls for you and gets you connected to an actual person. They have a video demo at https://youtu.be/qyftW-mnTNI showing how it works. Saved me so much frustration when I had issues with my claim status.
Just wanted to add that even if your employer doesn't respond at all, NYS Department of Labor will still process your claim. They don't hold it up indefinitely waiting for employer input. I think the 10 business day rule is pretty standard but there can always be delays in the system.

Don't give up! I was disqualified initially because there was some confusion about my last day of work. My employer reported the wrong date to NYS Department of Labor and it made it look like I quit without notice. Once I provided my actual termination paperwork and explained the timeline, they reversed the disqualification. The whole thing took about 6 weeks but I got all my back pay. Make sure you keep filing your weekly claims even while the appeal is pending - that way if you win, you'll get benefits for those weeks too.
