Yeah but it's not just about individual cases - this creates a whole cycle where businesses hesitate to hire because they know wage costs might force them to cut later. Then more people end up needing unemployment benefits which puts pressure on the whole system...
I had a similar situation last year and was having trouble getting through to NYS Department of Labor to ask questions about partial benefits. Someone here recommended claimyr.com and it actually worked - they helped me get connected to an agent who explained exactly how the partial benefit calculation works. There's even a video demo at https://youtu.be/qyftW-mnTNI that shows how it works. Definitely worth checking out if you need to talk to someone at NYS Department of Labor about your specific situation.
Honestly the NYS Department of Labor makes these forms so confusing on purpose. Like why do I need to know economic theory just to get my benefits? Just give me my money and let me find a job!
I spent weeks trying to reach someone at NYS Department of Labor to ask about this exact situation when I got laid off from my nonprofit job last year. The phone lines were constantly busy and I kept getting disconnected. Finally found this service called Claimyr (claimyr.com) that helps you get through to actual NYS Department of Labor agents. They have a video demo at https://youtu.be/qyftW-mnTNI showing how it works. Ended up being super helpful for getting my questions answered quickly instead of waiting on hold forever.
Just want to add that even if your nonprofit was reimbursing rather than paying standard UI taxes, it doesn't matter to you as the employee. Your benefits get processed the same way. The only thing that might be different is if the organization contests your claim, but that's rare with legitimate layoffs. Good luck with your application!

The unemployment system is so broken. Even when you have legitimate reasons to quit they make you jump through hoops to prove it. Meanwhile the harasser probably still has their job and will do it to someone else. Sorry you had to go through this.

Hope this helps! I quit my retail job for similar reasons (different type of harassment) and got benefits approved after about 6 weeks. The adjudication process takes time because they have to contact your former employer and investigate. Just be completely honest and provide every piece of documentation you have.
