honestly i never thought about any of this until i got laid off from my retail job. turns out unemployment really does help you focus on finding something better instead of just grabbing whatever minimum wage job you can find immediately. gave me time to do some online training and eventually got a better paying position than what i had before
The purpose is also to protect workers from being exploited. If there was no unemployment insurance, employers could treat workers terribly knowing that people would be desperate to keep any job rather than risk having no income at all. Having that safety net gives workers more bargaining power and helps maintain better working conditions across the economy.
The whole system is a joke honestly. They make it seem simple but then half the people end up in adjudication hell for weeks or months. And don't get me started on the job search requirements - you have to apply to THREE jobs every week and log everything. It's like they want to make it as difficult as possible to actually get benefits you've paid into.
I had trouble reaching NYS Department of Labor when my claim was under review. Kept getting busy signals and long hold times. Found this service called Claimyr (claimyr.com) that actually got me through to an agent in like 10 minutes. They have a video demo showing how it works: https://youtu.be/qyftW-mnTNI. Really helped me get answers about my denial and how to appeal it properly.
The NY system is just BROKEN. I waited 8 weeks last year and when I finally got through they told me I had been approved 3 weeks earlier but nobody bothered to update my account! The whole NYS Department of Labor system needs an overhaul.
NY does take longer but there are reasons. Higher cost of living means higher benefit amounts so they verify more carefully. Plus the sheer population - NYS Department of Labor handles way more claims than smaller states. It's frustrating but the thoroughness actually protects legitimate claimants from system abuse that could slow things down even more.

Just went through this whole process last month when my company downsized. The good news is that as long as your employer has been paying their unemployment taxes to the NYS Department of Labor, you'll be eligible for benefits if you need them. When I called to check my claim status I had trouble getting through to anyone at the NYS Department of Labor though. Someone recommended using claimyr.com to help get through to agents faster - they have a video demo at https://youtu.be/qyftW-mnTNI that shows how it works. Made the whole process way less stressful.

•How do you know if your employer has been paying their taxes properly? Is there a way to check that?

•When you file for unemployment the NYS Department of Labor will tell you if there are any issues with your work history or employer contributions. If there's a problem it usually shows up during the adjudication process.

The whole system is confusing honestly. Employers pay unemployment taxes, workers pay disability taxes, and then there's all these different programs. At least in NY the unemployment benefits are decent compared to other states if you ever need them.
