The whole system is a joke honestly. I brought everything they asked for and they STILL found reasons to delay my claim for over a month. Just be prepared for the runaround no matter what you bring.
Just tell him to apply honestly. The worst they can say is no and then you know for sure. NYS Department of Labor will review his work history and wages automatically when he files the claim. If he doesn't qualify they'll send him a determination letter explaining why. But from what you described it sounds like he should be fine. Restaurant workers get laid off all the time and most of them qualify for benefits.
One thing to mention - make sure he applies as soon as possible! You can't get retroactive benefits for weeks before you file your claim. So even if he's not 100% sure about eligibility, it's better to apply now and find out rather than wait and potentially lose out on weeks of benefits.
THE WHOLE SYSTEM IS DESIGNED TO MAKE YOU JUMP THROUGH HOOPS! They don't care if you file today or next week - they're going to make you wait and question everything anyway. But definitely don't wait too long because they love finding reasons to deny claims. Performance issues = they're going to assume you did something wrong until you prove otherwise.
The whole system is so confusing! I still don't understand why they use quarters instead of just looking at your annual salary. Makes no sense to me.

ugh the whole system is a nightmare. I've been waiting 3 weeks for my pending resolution too and nobody can tell me anything useful. At least you worked retail management - I was a temp worker so they're probably making it even more complicated for me
