UPDATE: I finally got through to someone at DOL! Used the Claimyr service that was suggested here and it actually connected me to an agent within about 45 minutes. The agent told me my investigation was actually complete last week but there was a system flag preventing payment release. They cleared it manually and I should receive all 7 weeks of backpay within 3 business days! Thank you everyone for your help and suggestions during this stressful time.

Yeah basically they use some automated system to call repeatedly and wait on hold, then when an agent picks up they call your phone and connect you. Way better than wasting your whole day dialing.

Just wanted to add that NYS Department of Labor also considers domestic violence situations, workplace discrimination, and significant changes to your job duties/pay as potential "no fault" reasons for leaving. The key thing is being able to show that a reasonable person in your situation would have felt compelled to quit. Document everything you can - emails, witness statements, dates of incidents, any company policies that were violated. Even if they initially deny your claim, you have appeal rights and many people win on appeal with proper documentation.
