The whole system is ridiculous anyway. They expect you to apply for jobs that don't exist just to check a box. My area has barely any openings in my field but I still have to waste time applying to random stuff I'll never get hired for.

You can count things like attending job fairs, networking events, skills training, or even creating/updating professional profiles. NYS Department of Labor accepts various types of work search activities as long as they're genuine efforts to find employment.
The NYS Department of Labor system has been BROKEN for years! They don't have enough staff, their computer system is from the stone age, and they act like it's OUR fault when claims get stuck. This isn't about economic patterns, it's about bureaucratic incompetence!!

You should try calling early morning (right at 8am) for better chances of getting through, or use the callback feature if it's available in your area.
UGH this is so typical of NYS Department of Labor!! They make you jump through all these hoops just to get your own money. I bet they're hoping you'll just give up and stop claiming. The system is designed to frustrate people into quitting.
The whole system is SO confusing and they make it impossible to get through to anyone to ask questions! I've been trying to call NYS Department of Labor for weeks about my own claim status and just get busy signals or hung up on. How is anyone supposed to understand these rules when you can't even talk to a human being???

Wait so if my employees collect unemployment that comes out of MY pocket essentially? I thought the government paid for that stuff. This is news to me and not good news

Just make sure you're classifying workers correctly. Had a friend who got hit with huge penalties because NYS Department of Labor reclassified some of his 1099 contractors as employees retroactively. That opened up a whole can of worms with back taxes and benefit eligibility.
