The NYS Department of Labor phone lines have different hours than the online system. If you need to speak to someone, they're typically open Monday-Friday 8am-5pm, but the my.ny.gov portal for weekly claims is always available. Just make sure you file before your weekly deadline.
Speaking of phone lines, I've been trying to reach them for weeks about my adjudication issue and can never get through. The hold times are insane and half the time I just get disconnected.
I had the same problem with getting through to NYS Department of Labor by phone. I ended up using a service called Claimyr (claimyr.com) that helped me get connected to an actual agent. Tell her to be prepared for the job search requirements too. Even with partial unemployment, she'll need to be actively looking for work and keep a log of her job search activities. NYS Department of Labor requires a certain number of work search contacts each week.
The whole online system is honestly pretty terrible but it's your only real option. Don't expect it to work smoothly - I had to restart my application three times because it kept crashing. And good luck if you need to talk to an actual person at NYS Department of Labor, their phone system is basically designed to hang up on you.
Just wanted to add that once you file your initial claim, you'll need to file weekly claims every week to keep getting benefits. Don't forget about that part! The weekly claims are much shorter but you have to do them consistently.
Just want to add that you should also look into partial unemployment benefits if you're still working those 15 hours. You might be able to collect some benefits while still working the reduced schedule, which could buy you time to find a better job without having to quit immediately.

Wait I'm confused - if you're applying for disability doesn't that mean you CAN'T work? How can you also say you're able and available for work for unemployment? This seems like fraud to me.

•It's not fraud if you're honest about your limitations. Disability and unemployment have different definitions of 'unable to work.' You can be disabled from your previous job but still able to do other types of work. The key is transparency with both agencies.

OP definitely look into this more before filing. I know someone who got in trouble for collecting both even though they thought they were doing everything right. The rules are super confusing and NYS Department of Labor doesn't always explain things clearly.
