SBTPG Check Confusion: Different Pending Amount & Received Philadelphia Revenue Dept Notice While Waiting for Friday's Refund

I see something pending in my account but idk if its my refund. SBTPG supposedly sent my check on Friday but the amount looks different. Anyone know how long it takes for SBTPG to actually send the check after they say they did? Getting anxious about this whole situation I'm especially confused because I just received a notice from the CITY OF PHILADELPHIA DEPARTMENT OF REVENUE MUNICIPAL SERVICES BUILDING at 1401 JOHN F KENNEDY BLVD, PHILADELPHIA PA 19102-1697 with RETURN SERVICE REQUESTED marked on it. I live in the 19140 zip code area. The weird thing is that there's something marked as "I didn't receive this mailpiece" on the notice. Could this have anything to do with my tax refund check that SBTPG was supposed to send? I'm wondering if maybe SBTPG tried to mail something that got returned to the city revenue department somehow? Or is this completely unrelated to my tax situation? Has anyone else received city notices while waiting for SBTPG to send their refund check? The timing seems suspicious. I'm really stressing about when this money will arrive and why the pending amount in my account doesn't match what SBTPG said they sent.
