IRS asking to pay fine again - need help reaching balance due department!

Hey everyone, I'm in a bit of a pickle with the IRS. They're asking me to pay a fine again, and I'm not sure what to do. Has anyone dealt with this before? I'm trying to get through to the balance due department, but it's been a nightmare. Any advice would be appreciated!

Pro tip: call first thing in the morning when they open. Less wait time and better chance of getting a human on the line.

I found a method to get someone on the phone. I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works. Here's a video about it: https://youtu.be/_kiP6q8DX5c
