IRS Accepted vs Approved: Filed through TurboTax, 21 day wait normal?

Filed my taxes and got accepted on January 23rd. TurboTax showing estimated refund date of February 13th. Is it normal to wait the full 21 days? Getting anxious since I keep checking WMR and transcript but nothing has changed since acceptance.
