Head of Household 2023 Return Frozen 8 Months - $5,595 EIC/Credits Pending, Code 810 Freeze Since February, Mysterious June Amendment

My 2023 refund has been frozen since February 8th with code 810. I filed as Head of Household with an AGI of $21,344.00 and taxable income of $544.00. My transcript shows I'm due the Earned Income Credit of $3,995.00 plus another credit of $1,600.00. Called IRS and they said wait 16 weeks from the freeze date which is up tomorrow. Haven't received any notices in the mail, though I see there was some kind of amended return activity on June 19th (codes 971 and 977) with tracking number 43277-584-55091-4. My original return was processed on May 6th (cycle 20241605). Looking at my transcript dated October 9th, 2024, there's still no movement - the account balance shows $0.00 with no accrued interest or penalties as of July 29th. The credits are clearly listed on my transcript but nothing is moving forward. Even my processing date of May 6th has come and gone with no changes. The IRS told me to wait 16 weeks from February 8th, but tomorrow marks that deadline and still nothing. The transcript clearly shows I should be getting $5,595 back ($3,995 EIC + $1,600 credit), but it's just sitting there frozen for months. I don't understand why there's amended return activity in June when I didn't file an amendment. What should I do next?

Can someone help me understand my 2024 tax transcript? I just received it and want to make sure I'm reading everything correctly. I filed as Head of Household and I'm showing a balance of -$6,542.00. My adjusted gross income was $21,530.00 with taxable income of $0.00.
