Will reopening my EDD claim affect pending appeal from November?
Confused about what to do with my EDD situation! I filed for unemployment back in November, got denied, and immediately filed an appeal. Still haven't heard anything about that appeal (4 months later!!). Meanwhile, I got a seasonal job that just ended yesterday - they laid me off. When I logged into UI Online to file again, there's an option to 'reopen' my claim instead of filing a new one. Will reopening this mess up my pending appeal? Really worried because I can't afford to wait another 4+ months if this somehow restarts my appeal process or cancels it out completely. Has anyone dealt with this situation before? The EDD website is so confusing and the guidance doesn't address situations like mine at all.

Same thing happened to me last year but in reverse order. Reopening your claim shouldn't affect your appeal because they're technically separate processes in the EDD system. Your appeal is for the previous determination, while reopening is for the new period of unemployment. BUT the EDD is notorious for screwing things up so I'd be nervous too.

•Thanks for sharing your experience. Did you end up getting benefits for both periods eventually? I'm worried they'll use the reopening as an excuse to just close my appeal without telling me.

You absolutely need to reopen your claim rather than filing a new one. The system is designed to track your benefit year (which started when you first applied in November). If you try to file a new claim instead of reopening, it will likely get flagged as duplicate and cause even more delays. Your appeal is related to the original determination and will continue regardless of you reopening your claim. They're separate processes in the EDD system. One thing to keep in mind: when you reopen, you'll need to report all earnings from your seasonal job. This will affect your weekly benefit amount calculation, but won't impact your appeal for the earlier period.

•Oh that makes sense! Thanks for the explanation. I'll definitely report all my seasonal earnings - I'm just glad to hear it won't mess up my appeal. The EDD instructions don't explain these scenarios at all.

•Ok good to know! Did you have any appeals going on at the same time?

The EDD system is GARBAGE!!! I had an appeal AND reopened my claim last summer and guess what? They LOST my appeal paperwork and I had to start ALL OVER AGAIN. Don't trust anything they say. Document EVERYTHING and call them constantly to make sure nothing falls through the cracks. They will blame YOU for THEIR mistakes!!!

•While there are definitely cases of paperwork issues, this is actually quite rare with appeals. Appeals are handled by a separate department (CUIAB - California Unemployment Insurance Appeals Board) rather than regular EDD staff, and they have different tracking systems. It's always good to keep documentation, but reopening a claim and an appeal truly are separate processes.

I went through something similar in January. Reopening your claim won't affect your appeal, but you should definitely call EDD to confirm they have your appeal on file and to let them know about your situation with the seasonal work ending. I tried calling for 3 days straight with no luck getting through. Finally used Claimyr (claimyr.com) and got connected to an EDD rep in about 20 minutes. They have a video showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km The rep confirmed my appeal was still active and helped me properly reopen my claim. Definitely worth checking directly with them so you don't have to stress about it.

•I've never heard of Claimyr before but I'll check it out. I've been trying to call all morning with no luck. Did you have to explain your whole situation to the EDD rep or did they already have notes about your case?

•I had to explain everything because the notes in their system weren't complete. But the rep was able to see both my appeal and my claim history. Make sure to have your EDD Customer Account Number ready along with dates of your seasonal employment.

my cousin works at edd she says reopening is fine but dont forget u need to do certifications every 2 weeks even while appealing or ull lose weeks u could get paid for later if u win appeal

•That's really helpful advice! I didn't realize I should be certifying during the appeal process. I haven't been doing that so I hope I haven't messed things up already.

I'm confused about your situation. Are you saying you got denied initially for the November claim? What was the reason for denial? That might impact whether reopening makes sense or if you should file a new claim entirely. Sometimes if you were denied for insufficient wages, but then had this seasonal job, filing a new claim might actually be better because you'd have new wages to report.

•They denied me saying I quit my previous job voluntarily, but I was actually laid off due to lack of work. That's what my appeal is about. The seasonal job was just something I took while waiting for the appeal process.

•Ok that makes sense. In that case, reopening is the right approach since your appeal is about eligibility not wages. Your seasonal job wages will be included in your existing claim.

Just to follow up - when you reopen your claim, be prepared to answer questions about why your seasonal job ended. Make sure you have documentation showing it was a layoff (like a termination letter or final paycheck stub with notes). EDD will verify with your seasonal employer that you were laid off and didn't quit or get fired for misconduct. This is separate from your appeal but equally important for qualifying for benefits going forward.

•That's a great point! I do have my layoff notice from the seasonal job. Should I upload that to my UI Online account or just have it ready if they ask for it?

•Have it ready but don't upload unless they specifically request it. Too many documents can sometimes slow down processing. If they need to verify your job separation reason, they'll contact you with instructions on how to provide documentation.

After reading all these comments, I think you'll be fine reopening your claim. The consensus seems to be that it won't affect your appeal. But EDD is so unpredictable these days, let us know how it goes! Good luck!
