Is unemployment the same as SSI? California EDD benefits explained
Ok so I'm kind of embarrassed to ask this but I genuinely don't know the difference and I've been going back and forth trying to figure out which one I even qualify for. I lost my job at a warehouse distribution center about six weeks ago - they let go of like 30 of us at once, said it was a restructuring thing. I went to file for benefits and honestly got completely confused between unemployment and SSI. Are these the same program? Do they come from the same place? I applied through California EDD but now someone told me I might have been doing it wrong and should've applied somewhere else entirely. I have no disability or anything like that, I just got laid off. Can someone please clarify what unemployment even is vs SSI because I feel like I'm drowning in government acronyms and have no idea if my claim is even going to the right place.

These are completely different programs so glad you're asking before things get more confusing. Unemployment insurance (UI) through California EDD is for people who lost their jobs through no fault of their own - like a layoff. SSI stands for Supplemental Security Income and that's a federal program through Social Security Administration for people with disabilities or elderly folks with limited income. Two totally separate agencies, two totally separate application processes. If you got laid off and have no disability, you almost certainly want unemployment through California EDD, not SSI.

AuthorOk that is such a relief to hear. So I did apply to the right place then through California EDD? My claim is showing as pending right now.

Yes, pending is normal right after filing. Just make sure you're certifying your weekly claims every two weeks through UI Online and keep up your job search activities.

this is exactly what i needed to know too, been confused about this for weeks honestly

To add onto what was said above - there's also SSDI which is Social Security Disability Insurance, which people sometimes confuse with SSI. Neither of those have anything to do with California EDD unemployment. The key thing to know: unemployment = you worked, paid into the system through payroll taxes, got laid off. SSI/SSDI = disability or age-related federal programs. Completely different buckets of money, different eligibility requirements, different agencies.

AuthorWait so there's SSI AND SSDI? I'm even more confused now lol. But ok I think I get it - I just need to focus on my California EDD unemployment claim since I got laid off and I'm not disabled.

Exactly, don't even worry about SSI or SSDI. Those aren't relevant to your situation at all. Stay focused on your UI claim through California EDD.

yeah the government naming things is a nightmare. unemployment is unemployment, ssi is something else completely different dont mix them up or you could accidentally mess up your benefits

I was in a similar spot last year, super confused about all the different benefit programs. What helped me was just calling California EDD directly to confirm my claim was going through correctly - but getting through on the phone is a whole other struggle. I was on hold for hours multiple times before I tried using Claimyr (claimyr.com). They basically get you connected to an actual California EDD agent without sitting on hold yourself. There's a video showing how it works at https://youtu.be/JmuwXR7HA10 - I was skeptical at first but it genuinely worked and I got confirmation my UI claim was properly filed. Worth checking out if you're anxious about your claim status.

Just to be super clear for anyone finding this thread later: unemployment insurance through California EDD and SSI are NOT the same thing at all. Here's a quick breakdown: California EDD Unemployment Insurance (UI): - State program - Must have worked and earned wages - Must be unemployed through no fault of your own - Based on your past earnings - Temporary benefit while you look for work SSI (Supplemental Security Income): - Federal program through Social Security - For aged, blind, or disabled people - Based on financial need - Not related to work history - Not through California EDD at all If you got laid off from a job, you want California EDD unemployment. Period.

good info but also worth noting you can sometimes receive both if you have a disability AND lost a job, but thats a whole complicated situation best to talk to someone about

ugh I made this exact mistake when I first got laid off. spent two weeks confused thinking SSI was part of the unemployment system. wasted so much time before someone told me they're completely different things. your at the right place with california edd just stick with that

AuthorHow long did your claim take to process once you got it sorted out?

took about 3 weeks before I saw any money, had to call a few times to check on stuff

One thing worth mentioning - sometimes people who receive SSI worry that collecting unemployment will affect their SSI benefits. And actually, if you WERE receiving SSI and then got a job and now got laid off and are filing for UI, the unemployment benefits could potentially affect your SSI because SSI counts unearned income. But from what you're describing, you don't have SSI at all, so this doesn't apply to you. Just adding it because it's a nuance that sometimes comes up in these conversations.

Aiden Chen
AuthorI don't receive SSI so that's not a concern for me, but good to know for others reading this.

Good point to raise. The interaction between SSI and UI income is definitely something people should look into if both apply to their situation.

honestly the government should do a better job explaining this stuff. I worked at a nonprofit doing benefits counseling for a while and you would not BELIEVE how many people mix up SSI, SSDI, unemployment, disability insurance, state disability... the naming conventions are genuinely confusing and its not your fault for being confused

Aiden Chen
AuthorHonestly yes, thank you for saying that. I felt so dumb asking but it's legitimately unclear from the outside.

Never feel dumb for asking! These systems were designed by different agencies over decades and nobody sat down to make them make sense together.

Quick tip on your pending claim - make sure you filed your claim correctly through UI Online at California EDD's website and that you're certifying every two weeks. A lot of people file the initial claim and then don't realize they have to keep certifying to actually get paid. The certifications ask about your job search activities and any income you earned during that period.
0 coins
Aiden Chen
AuthorYes I did get that part set up, I have my first certification due this weekend actually. Do I need to have applied to a certain number of jobs before then?

California EDD requires you to make a minimum of 3 job search contacts per week. Make sure you're logging those somewhere because they can ask for documentation.
0 coins
Zoey Bianchi
Correct on the 3 contacts per week. Keep a job search log with the date, employer name, position, and how you applied. You don't submit it but you need it if you're ever audited.

also just want to say - even if you were disabled AND unemployed, you'd be dealing with California EDD for the unemployment part and Social Security Administration for the SSI/SSDI part. They don't talk to each other, have separate applications, separate offices, separate phone numbers. Whole separate worlds. State vs federal basically.
0 coins
Aiden Chen
AuthorThat actually makes it clearer - state vs federal is a helpful way to think about it.
0 coins
Aurora St.Pierre
Exactly right. California EDD is a California state agency. SSA is federal. Different money, different rules, different everything.

Going back to the phone situation for a sec - when I needed to sort out a question on my own California EDD claim, I spent almost a full day trying to get through. If you hit any snags with your pending claim and need to actually talk to someone, Claimyr (claimyr.com) really is the move. They connect you to a live California EDD rep. Way better than calling directly and getting cut off. There's a demo video at https://youtu.be/JmuwXR7HA10 showing the whole process.

Just chiming in with some reassurance - what you described (warehouse layoff, mass layoff situation with 30 people) is textbook unemployment insurance eligibility. No fault of your own, you earned wages there, you were covered under the employer's payroll. Your California EDD UI claim should process without major issues. Just watch for any notices asking for additional information and respond quickly if you get any.
0 coins
Aiden Chen
AuthorThat's reassuring, thank you. I was worried the mass layoff situation would complicate things somehow.
0 coins
Genevieve Cavalier
Mass layoffs actually sometimes go through California EDD as a WARN Act situation which can streamline things, but either way your individual claim should be fine.
0 coins
Cassandra Moon
Good point on responding quickly to any EDD notices. They give you limited time to respond and missing the deadline can cause real problems with your claim.

Something that might help OP - California has its own state disability insurance (SDI) through California EDD too, which is ALSO different from SSI/SSDI. SDI is for if you can't work due to a non-work-related illness or injury or pregnancy. So California EDD actually handles both UI (unemployment) AND SDI (disability). But SSI is still totally separate from both of those and goes through the federal Social Security Administration.
0 coins
Aiden Chen
AuthorWait California EDD does disability insurance too?? Ok I definitely would not have known that. But yes for my situation I just need the unemployment piece.
0 coins
Nathaniel Stewart
Yeah it's actually one of the things California does that not all states do. But for a standard layoff, UI through California EDD is what you want.
0 coins
Eli Wang
SDI is also the one that covers Paid Family Leave in California - all administered through California EDD. The agency does more than just unemployment but unemployment (UI) is the one you need right now.

I had SO MUCH confusion about this when my husband lost his job two years ago. We genuinely thought we needed to apply to three different programs and panicked. Ended up just being standard California EDD unemployment. The whole experience is overwhelming especially when you're already stressed about money.

AuthorYes the financial stress on top of trying to navigate confusing systems is a lot. Glad I asked and got clarity.

For the record, here's who administers what so people can bookmark this: California EDD (Employment Development Department) = Unemployment Insurance (UI) + State Disability Insurance (SDI) + Paid Family Leave (PFL). Social Security Administration (SSA) = SSI (Supplemental Security Income) + SSDI (Social Security Disability Insurance) + Social Security retirement. These are completely separate agencies. Filing with one does nothing for the other.

i work in accounting and even I had a client confused about this last year. they were asking if their unemployment from california edd would affect their SSI. turns out yes it can because SSI is needs-based and counts income. but thats only relevant if someone actually has SSI to begin with. for a regular layoff with no SSI involvement, just do your california edd claim and dont worry about it
0 coins
Aiden Chen
AuthorGood to know - not my situation but makes sense for people who do have SSI.
0 coins
Lola Perez
Correct - and to add, California EDD unemployment benefits are counted as unearned income for SSI purposes and would reduce SSI dollar for dollar above the $20 general income exclusion. But again, only matters if someone has SSI.

Update question for OP - did your pending claim eventually get approved? Mine is sitting at pending for 10 days now and starting to get anxious about it

Aiden Chen
AuthorMine moved to approved after about 12 days! First payment hit on day 14. Hang in there.

Ok that's reassuring thank you! Did you have to do anything to make it move or did it just process?
0 coins

AuthorJust kept certifying on schedule and it processed on its own. If it goes past 3 weeks with no movement I'd try calling California EDD to check on it.

Not to derail but this thread made me realize I should double check what I filed for last year was right lol. I just went to the EDD website and clicked stuff without really understanding what I was doing. Everything worked out but I truly had no idea what UI vs SDI vs anything was at the time

one more thing nobody mentioned - if you're getting unemployment from california edd you have to report it on your taxes as income. SSI is generally not taxable at the federal level. unemployment IS taxable income. just something to be aware of for tax season so you're not blindsided
0 coins
Aiden Chen
AuthorOh wow good to know, I hadn't thought about the tax piece yet.
0 coins
Cassandra Moon
California EDD actually lets you opt into voluntary tax withholding on your UI payments to avoid a big bill at tax time. Worth setting up early.
0 coins
Christopher Morgan
yes exactly, you can have them withhold 10% federal and whatever the state rate is. go into your UI Online account settings to set that up
