Is reemployment assistance the same as unemployment through California EDD?
Ok so I've been going back and forth on this and I genuinely cannot figure out if reemployment assistance is the same as unemployment or if they're two completely different things. I got laid off from my warehouse job about six weeks ago and my coworker keeps telling me I should apply for 'reemployment assistance' but when I went to the California EDD website I only see stuff about Unemployment Insurance (UI). Are these the same program? Am I missing something? I don't want to apply for the wrong thing and mess up my claim or cause some kind of delay. My last day was mid-March and I still haven't filed anything because I've been confused about what to even apply for. Someone please help me understand this before I lose even more weeks of potential benefits.

Hey, don't stress too much about the terminology confusion - it trips up a LOT of people. So here's the deal: 'reemployment assistance' is basically just a term some other states use for what California calls Unemployment Insurance or UI benefits. In California, the program is officially run by the Employment Development Department (EDD) and it's called Unemployment Insurance. Your coworker might be from Florida or another state where they call it reemployment assistance, but in California it's the same concept - weekly benefit payments while you're out of work and actively looking for a new job. So yes, is reemployment assistance the same as unemployment in terms of purpose and function? Pretty much - just different names depending on where you live.

AuthorOh wow okay that makes so much more sense now. So I should just go to the California EDD site and file for UI benefits? My coworker moved here from Florida last year so that explains why she was saying reemployment assistance.

Exactly! Head over to UI Online at edd.ca.gov and start your claim there. Since you've already been out of work 6 weeks you'll want to backdate your claim to your actual last day of work - make sure you request that when filing or you could lose those weeks of benefits.

This is correct. California EDD does not use the term reemployment assistance anywhere in their official materials. That terminology is specific to states like Florida. Same underlying concept though - wage replacement benefits for eligible workers who lost their jobs through no fault of their own.

just file already lol you're losing money every week you wait. California EDD UI pays you for weeks you certify going back to your claim start date but you gotta actually have the claim open first

Be careful backdating though - EDD will ask why you didn't file sooner and you have to give a good reason. 'I was confused about the name of the program' might not fly. Worth thinking about what you'll say.

Since you're just now filing and you've got 6 weeks of lost time, you're probably going to want to talk to an actual EDD rep to make sure your backdating request goes through properly. I know calling EDD feels impossible - I tried for TWO weeks straight and couldn't get anyone on the line. A friend pointed me toward Claimyr (claimyr.com) and honestly it was the only thing that worked for me. They basically navigate the phone queue and connect you to a live EDD agent. There's a video showing how it works at https://youtu.be/JmuwXR7HA10 - took me maybe 20 minutes after spending weeks failing on my own. For backdating situations especially, talking to a real person makes a huge difference.

100% legit. I was skeptical too but when you need to actually speak with someone about something like backdating, it's worth it. EDD agents can note your claim and make sure things process correctly in a way that just filing online can't guarantee.

To be thorough about your original question - yes, reemployment assistance is functionally the same as unemployment insurance, they're just regional naming conventions. Here's a quick breakdown of what California's UI program actually covers so you know what you're getting into: - Weekly benefit amount is based on your highest earning quarter in the base period (roughly 12-18 months before you filed) - California EDD typically pays between $40-$450 per week depending on your prior wages - You need to certify every two weeks through UI Online or by phone - You must be actively searching for work and ready to accept suitable employment - Benefits can last up to 26 weeks under regular UI File ASAP and definitely request the backdating. The good cause standard for backdating includes things like being misinformed about eligibility or program names, which might actually apply to your situation.

PixelWarrior
AuthorThis is incredibly helpful thank you. The $40-$450 range seems wide - is there any way to estimate what I might get before I file?
0 coins
Ava Williams
Yes! California EDD has a UI benefits calculator on their website. You'll input your quarterly earnings and it gives you an estimate. Generally your weekly benefit is about 60-70% of what you earned weekly in your highest quarter.

the 26 weeks thing is regular UI - if unemployment rate goes up in california they sometimes extend it but thats not a given. just so OP knows 26 weeks is the baseline

I was SO confused by this same thing when I got laid off from my retail job last year. My sister kept saying I needed to file for 'unemployment assistance' and my HR person said 'reemployment assistance' and EDD's website says 'Unemployment Insurance' and I spent like 4 days thinking there were three different programs lol. They're all the same thing. California just calls it UI or Unemployment Insurance and you file through EDD. Once I actually filed it was pretty straightforward, the UI Online portal walks you through everything step by step.

Not to be that person but I'd double check whether your warehouse job was covered employment before assuming you're eligible. Like were you a W2 employee or did they classify you as a contractor? Some warehouses especially smaller ones play games with worker classification and if they called you an independent contractor EDD might deny your claim even if you were basically treated like a regular employee.

PixelWarrior
AuthorGood point - I was definitely W2, got paystubs every two weeks with taxes taken out and everything. Should be fine right?
0 coins
Connor O'Neill
If you were W2 with proper tax withholding you should be in good shape. EDD will verify your wages with your employer's records anyway. Just making sure since misclassification is a real issue in warehouse work.
0 coins
Ava Williams
Correct - W2 employment with California payroll tax (SDI) withheld is the main requirement for UI eligibility. OP sounds like they're in good shape on that front.

THE FACT THAT CALLING EDD IS ESSENTIALLY IMPOSSIBLE should be a bigger scandal than it is. I spent 3 weeks trying to reach someone about my adjudication hold last fall. Three. Weeks. Of busy signals and disconnections and hold music that cuts out. The reemployment assistance vs unemployment confusion is the least of your problems once you're actually in the system and something goes wrong lol

I feel this so hard. My claim sat in adjudication for 5 weeks and I could not reach a single human being the entire time. The stress was unbearable.

Quick practical tip since you're filing for the first time: when you create your UI Online account make sure the name matches EXACTLY what's on your government ID. Like if your legal name has a middle initial don't leave it out. EDD cross-references your identity with state records and mismatches can trigger an ID verification hold that slows everything down by weeks.

PixelWarrior
AuthorOh wow good to know - I would have just typed my name however it came to mind. Will make sure it matches my license.

Also your SSN needs to match exactly and your address should match what's on file with the state if possible. The system is pretty unforgiving about exact matches for identity verification.

This is important advice. ID.me verification issues are one of the top reasons for initial claim delays right now. Getting it right from the start saves a lot of headache.

so to really answer your original question - is reemployment assistance the same as unemployment - yes and no depending on context. In California, the official answer is there IS no program called reemployment assistance. California EDD has Unemployment Insurance (UI). However the federal government and some EDD materials do refer to 'reemployment services' which are job placement assistance programs that are sometimes paired with UI benefits. Like CalJOBS and workshops EDD might require you to attend. So if someone specifically mentions reemployment SERVICES (not assistance) they might be talking about the job search support side of things rather than the cash benefits.
0 coins
PixelWarrior
AuthorOkay this is a distinction I didn't even know existed. So when EDD sends me to do workshops or use CalJOBS that's the 'reemployment services' piece separate from the actual UI payments?
0 coins
Dylan Evans
Basically yes. The UI cash benefits are one thing. The reemployment services like career workshops, resume help, and CalJOBS registration are sometimes required as a condition of continuing to receive UI, but they're technically a separate component. Some claimants get flagged for mandatory reemployment services participation.
0 coins
Ava Williams
Worth noting that not everyone gets flagged for mandatory reemployment services - it depends on your job history and what EDD's profiling system determines about your likelihood of long-term unemployment. But CalJOBS registration is pretty standard requirement for most ongoing claims.

I literally went through this exact confusion three months ago! Filed thinking I was applying for the wrong thing the whole time. For anyone else reading this - just go to edd.ca.gov, click on Unemployment Insurance, and file. Don't overthink the naming thing like I did. I lost almost two weeks just second-guessing myself before a friend told me to just file.

Seriously the naming confusion is real and EDD doesn't do a great job of clarifying it anywhere on their site. I searched 'reemployment assistance California' a dozen times and kept ending up confused.

Jumping in because I work in HR and see this confusion constantly when employees get laid off. Reemployment assistance is the term used in Florida's system - when employees who transferred from Florida-based companies get laid off in California, their HR paperwork sometimes still uses Florida terminology. This genuinely confuses people into thinking they're applying for something different. It's the same concept everywhere - temporary income replacement while you look for work - just branded differently by each state.

PixelWarrior
AuthorThis explains my coworker perfectly! She was with a company that has Florida roots before coming out here. Makes total sense now.

Happens all the time. Tell her if she ever files in California it's UI through EDD, not reemployment assistance. The edd.ca.gov portal is where everything happens.
0 coins
Amara Adebayo
Good context. It's also worth noting that if someone worked in multiple states during the base period it can get complicated - EDD would need to know about out-of-state wages which can sometimes be used to increase the benefit amount.

Has anyone here had experience with EDD denying a backdating request? I'm asking for myself not OP - my situation is I got laid off in January and didn't file until March because I genuinely thought I wasn't eligible (had some part-time income still coming in from a side thing). Now EDD approved my claim but only from March. Wondering if I have any recourse for the January-March period.
0 coins
Ava Williams
You can still request backdating and explain your good cause - genuinely believing you weren't eligible because of partial income is a recognized good cause reason. File the backdating request through UI Online and explain the partial income confusion. EDD adjudicators have discretion on this.
0 coins
Yara Khalil
Really? I thought once they set the start date that was it. Okay I'm going to try submitting that request this week. Fingers crossed.
0 coins
Dylan Evans
Important note - when you backdate you'll need to certify for all those back weeks and answer the work search questions for each week. During January-March were you actually doing job search activities? If not that could be a problem even if backdating is approved.

Checking back in on this thread - OP have you filed yet? Also for anyone dealing with complicated situations like backdating requests or adjudication questions, I cannot stress enough how helpful it was to actually talk to an EDD agent. Claimyr (claimyr.com) got me connected when months of trying on my own got me nowhere. The video at https://youtu.be/JmuwXR7HA10 shows exactly how it works. For backdating specifically an agent can flag your claim and note the circumstances in real time which is way more effective than just submitting through the portal and hoping.

AuthorYes! Filed last night. Backdated to my actual last day of work in March. Now waiting for the claim to process. I noted in the filing that I was confused about the program name as my reason for late filing. We'll see what happens.

Great! If the backdating gets flagged for review that's when calling would really help. EDD agents can move things along way faster than waiting for automated processing.

Anyone else notice that EDD's own website is not exactly intuitive for first-time filers? Like you basically have to already know what you're looking for to find it. If you don't know the specific term 'Unemployment Insurance' you end up on all these generic pages about employment services and workforce development and it's genuinely hard to find the actual claims portal. They should have a big button that says 'Lost Your Job? Start Here' lol

fr the website is terrible. i navigate it fine now but the first time i filed i ended up on like the employer section somehow and was so confused

The UI Online portal is actually separate from the main EDD site too which adds to the confusion. You file at UI Online (portal.edd.ca.gov) but get information at edd.ca.gov - shouldn't be two different systems honestly.
0 coins
Giovanni Rossi
This is a legitimate criticism. The EDD website redesign a few years ago actually made things harder for new claimants in some ways. The search function is also pretty bad - searching 'reemployment assistance' on edd.ca.gov returns almost nothing useful.

For OP and anyone else newly filing - here's what the first few weeks look like so you know what to expect: Week 1: File claim, EDD processes it (takes about 3 weeks usually) Week 2: Should receive your EDD debit card in the mail even before claim is approved Week 3: You can start certifying for benefits every two weeks through UI Online Week 3-4: If no issues, first payment should hit your debit card If anything shows up as 'pending' or 'in progress' longer than 3 weeks, that usually means some kind of adjudication review. The portal should show a status code. If it shows disqualified or held, that's when you'd want to call EDD.

AuthorThis is incredibly helpful - bookmarking this comment. So I should expect to wait about 3 weeks before I see any actual payment?

Connor O'Neill
Give or take. Some people get it in 2-3 weeks, others wait longer if there's any review. The debit card usually arrives faster than the actual payment though - don't mistake the card arriving for payment being approved.

Also don't forget to certify on schedule - you certify every two weeks and if you miss your certification window you might have to call EDD to reopen it. Set a reminder on your phone for your certification dates.

something nobody told me when i first filed - make sure you keep an actual written job search log from day one. not just for EDD but for yourself. you need to document like 3 job search activities per week in California and if you ever get audited they want to see dates, company names, position titles, how you applied. i kept mine in a google sheet and it saved me when EDD asked me to verify my job search activities around week 8.
0 coins
PixelWarrior
AuthorThree activities per week? I didn't realize it was that specific. What counts as an activity - just applications or other stuff too?
0 coins
Zainab Ibrahim
Applications definitely count. But also things like attending a job fair, registering on a job site, contacting an employer directly even if there's no posted position, or attending a EDD-referred workshop. The CalJOBS site also has resources. Basically any documented step toward finding work.
0 coins
Ava Williams
Correct - the official requirement is three employer contacts per week. Registering on CalJOBS counts as one activity in your first week but after that you need actual employer contacts. EDD can and does audit job search logs, especially on longer claims.

late to this thread but wanted to add - the confusion between reemployment assistance and unemployment is SO common that even some staffing agencies and workforce centers use the terms interchangeably when they're trying to tell people about available benefits. I've heard both terms used at the exact same job fair I went to last year. The important thing is California = EDD = UI = Unemployment Insurance. That's the program. Whatever you heard it called, that's where you file.

One more thing worth knowing - if your EDD claim does hit any kind of snag and you need to speak with someone, the best calling windows are generally Tuesday through Thursday, right when the phone lines open in the morning. Monday is swamped from weekend issues building up and Friday people are trying to resolve things before the weekend. I also had success using Claimyr (claimyr.com) on a week when I absolutely could not get through on my own - their process navigates the queue in a way that's just not possible manually anymore given the call volume EDD handles. The demo at https://youtu.be/JmuwXR7HA10 is worth a watch if you're anxious about the calling situation.
