Is SSI the same as unemployment? California EDD benefits explained
Ok so I've been going back and forth on this for a week now and I'm genuinely embarrassed to ask but here goes - are SSI and unemployment benefits the same thing? I lost my warehouse job about 6 weeks ago when the company downsized and my neighbor kept telling me to 'go file for SSI' but when I looked it up online I got completely confused. I ended up on the California EDD website and started a UI claim but now I'm second-guessing myself wondering if I filed for the wrong thing. My situation is that I'm physically able to work, actively looking for jobs, and I was laid off - not disabled or anything like that. Did I do the right thing by filing with California EDD for regular unemployment insurance? Or should I have done something completely different? Really hope someone can clear this up because I've already certified for two weeks and I'm worried I messed everything up.

You definitely did NOT mess anything up - actually it sounds like you filed for exactly the right program. SSI (Supplemental Security Income) and California EDD unemployment insurance are completely different programs with completely different eligibility requirements. SSI is a federal program run by the Social Security Administration for people who are aged, blind, or disabled and have very limited income and resources. Unemployment insurance through California EDD is specifically for workers who lost their jobs through no fault of their own - like a layoff - who are able and available to work. Since you were laid off, you're physically able to work, and you're actively job searching, unemployment UI through California EDD is 100% the right program for you. Your neighbor probably just didn't know the difference. Keep certifying every two weeks and make sure you're meeting the job search requirements.

AuthorOh thank goodness. I was so worried. So I don't need to do anything with Social Security at all then?

Hunter Edmunds
Correct - Social Security and California EDD are entirely separate. As long as you're able-bodied and were laid off from a job, the California EDD unemployment insurance claim you filed is where you need to be. Just keep your job search log updated and certify on time.

this is right. my cousin made the same mistake thinking they were the same thing and almost filed for the wrong one

Yeah they're super different. Here's a quick breakdown that might help you wrap your head around it: California EDD Unemployment Insurance (what you filed): - For people who LOST their job (layoff, position elimination, etc.) - You must be able AND available to work - You must be actively looking for work (California requires 3 job search activities per week) - Based on your past wages from your employer - Temporary benefit while you find new work SSI (Supplemental Security Income): - Federal program through Social Security Administration - For elderly, blind, or disabled individuals - Income and asset limits are very strict - NOT related to work history or job loss - Completely separate from California EDD You filed the right claim. Two weeks of certified payments already in the system is a good sign things are moving along.

AuthorThis breakdown is super helpful thank you!! So when I certify every two weeks I need to log 3 job search activities per week?
0 coins
Andrew Pinnock
Exactly right. California EDD requires 3 job search activities per week while you're receiving UI benefits. These can be things like submitting applications, attending job fairs, creating profiles on job sites, networking contacts - keep records of all of it in case EDD ever asks for your log.

wait I didn't know it was 3 per week I thought it was just 1?? I've only been logging one each week and I've been getting benefits for a month omg

The current California EDD requirement is 3 work search activities per week. I'd strongly recommend updating your records going forward and if you're worried about past weeks you may want to contact EDD to clarify your situation before it becomes an issue.

Honestly the fact that people confuse SSI and unemployment is NOT your fault - the government does a terrible job explaining what program does what. I spent literally two days going in circles on different government websites when I got laid off from my restaurant job last year trying to figure out if I needed to file with EDD or Social Security or both or neither. The whole system is designed to confuse you I swear. Anyway you definitely want California EDD for a regular layoff situation. Keep at it.

fr the SSA website and the EDD website both use so much jargon it's impossible to know where to start if you've never dealt with this before

Since you're already two weeks into your California EDD claim and things seem to be on track, I want to mention something that helped me when I had questions about my own UI claim - a service called Claimyr. When I needed to actually speak with a California EDD representative to get clarification on my claim status, getting through on the phone was nearly impossible. Claimyr basically gets you into the EDD phone queue without you having to sit on hold for hours. You can check it out at claimyr.com and there's a demo video at https://youtu.be/JmuwXR7HA10 that shows how it works. I used it when I had a question about whether I'd filled out my certification correctly and got through to an agent same day. Not saying you need it right now since your claim sounds fine, but worth knowing about if questions come up down the road.

AuthorOh interesting - I didn't even think about calling EDD directly. Is it hard to get through to someone?

Tyler Lefleur
Getting through to California EDD by phone can be really frustrating - the lines are often busy and you can get disconnected after waiting a long time. That's why I found Claimyr useful. But for general questions like yours, the EDD website FAQ section is actually decent. Calling is more useful when there's something specific going on with your claim like a hold or adjudication issue.

just to add to what everyone said - there's also SSDI (Social Security Disability Insurance) which is ALSO different from both SSI and unemployment lol. SSDI is for people who worked and paid into Social Security but then became disabled. So you've got three different things that people sometimes lump together: 1. California EDD Unemployment = lost job, able to work, looking for work 2. SSI = disabled/elderly/blind with low income (federal) 3. SSDI = worked previously but became disabled (federal) None of these overlap really. You're in the right place with EDD.

Jade O'Malley
AuthorOk NOW I understand the difference between SSI and SSDI too because I was confused about those as well. Thank you!

good breakdown. people also confuse EDD disability insurance with all of these too lol the alphabet soup is real

Max Knight
oh yeah California EDD also has State Disability Insurance (SDI) which is for when you're still employed but temporarily can't work due to a medical condition or pregnancy. That's yet another separate program from unemployment UI. EDD runs both UI and SDI but they're completely different benefits.

Can I ask a related question? I'm currently on California EDD unemployment and my doctor just told me I might need surgery in about two months. If I can't work after surgery would I switch to SDI instead? Or would I lose my unemployment benefits? I don't want to mess up my claim by asking EDD directly in case it triggers some kind of review...
0 coins
Hunter Edmunds
That's a legitimate question and you don't need to worry about it triggering a review just from asking. Generally speaking - if you become unable to work due to a medical condition while collecting UI, you would no longer meet the 'able and available to work' requirement for unemployment benefits. You could then potentially file for California SDI (State Disability Insurance) instead. The two programs aren't meant to overlap but there can be a transition period. I'd recommend calling EDD to discuss your specific situation before the surgery so you know exactly what to expect.

Camila Jordan
ok that's really helpful, thank you. I guess I need to get on the phone with EDD at some point to figure out the transition. Dreading that call tbh

If you're dreading the EDD phone call, that Claimyr service I mentioned earlier in the thread is genuinely useful for exactly that - getting through to an actual California EDD agent without the hours of hold time. claimyr.com - made a stressful call way less stressful for me

I work in HR and we get this question from separated employees ALL the time. People hear 'government benefits' and lump everything together. The simplest way I explain it: California EDD unemployment is specifically tied to EMPLOYMENT - you had a job, you lost it not through your own fault, EDD replaces some of that income temporarily. SSI has nothing to do with employment status - it's a safety net for people who can't work at all or are elderly and have very little income. Two totally different buckets. You filed correctly.

wish employers would explain this stuff when they hand out the separation paperwork honestly

Isabella Tucker
We actually do include a California EDD information sheet with all our separation packets now specifically because of how much confusion exists. Some companies don't bother though which is frustrating.

Some employers are also required to provide the 'For Your Benefit' pamphlet (DE 2320) when an employee is separated - it explains California EDD UI eligibility. Not all employers follow through on this.

this whole thread is making me realize I might have undercounted my job search activities for the past few weeks too lol. Is there a way to go back and fix your certification answers in California EDD??
0 coins
Hunter Edmunds
Unfortunately you can't edit a submitted certification in UI Online after it's been processed. If you provided incorrect information on your weekly certifications, you should contact California EDD to self-report the error. I know that sounds scary but it's much better to correct it proactively than to have EDD discover a discrepancy and potentially issue an overpayment notice. Be honest with them - they generally work with claimants who come forward on their own.

Jayden Hill
ugh ok I'll try to call them. Getting through to EDD is such a nightmare though

For anyone stressing about needing to reach California EDD by phone - seriously look into Claimyr (claimyr.com). There's a video showing how it works: https://youtu.be/JmuwXR7HA10. I know it sounds weird to use a third party service to call a government agency but when you literally cannot get through any other way it's a lifesaver. I used it to sort out a certification question and got connected to an EDD agent within a reasonable wait instead of calling for days getting busy signals.

Not to hijack but does anyone know if you can collect California EDD unemployment and work part time at the same time? My hours got cut to basically nothing and I'm wondering if I should file even though I technically still have a job
0 coins
Andrew Pinnock
Yes! This is called partial unemployment in California. If your hours were reduced significantly you can still file for California EDD UI benefits. When you certify you report any wages you earned that week and EDD calculates a reduced benefit amount. There's a formula involved but basically you can earn up to 25% of your weekly benefit amount without any reduction, and wages above that reduce your benefit dollar for dollar. Definitely file - reduced hours is exactly what partial UI is designed for.

Ella Lewis
oh wow I didn't know that was a thing. I've been not filing thinking I wasn't eligible since I'm still technically employed. I need to file asap

Isabella Tucker
Yes file immediately - and note that you can only backdate a California EDD claim by a limited amount of time so don't wait. Partial unemployment is a legitimate and very common claim type.

One thing worth adding - receiving California EDD unemployment benefits does NOT affect your eligibility for SSI if for some reason you were receiving or applying for SSI, BUT the unemployment payments would count as income and could reduce your SSI payment amount since SSI has strict income limits. Most people asking this question won't be in that overlap situation but it does occasionally come up.
0 coins
Hunter Edmunds
Good point. The overlap scenario is rare but real - someone who is, say, partially disabled AND lost a part-time job might be navigating both systems. In that case yes the UI payments would be counted as unearned income by SSA and could reduce SSI benefits. Definitely recommend consulting with a benefits counselor if you're ever in that dual-program situation.

AuthorThat scenario doesn't apply to me thankfully but good to know for the future

BEEN ON HOLD WITH EDD FOR 4 HOURS TODAY and still haven't gotten through to fix a problem with my certification. I don't even have an SSI or unemployment confusion question I'm just here commiserating because the EDD phone system is BROKEN. How is it 2025 and we still can't reliably reach a government agency that controls whether we eat or not

Please do try it - claimyr.com. It genuinely changed my EDD phone experience. You still have to talk to an EDD agent at the end of it but at least you actually GET to talk to one, which is more than the regular phone line offers half the time.

The California EDD phone system has been overwhelmed for years. It genuinely doesn't work the way it should. I hope they eventually fix the infrastructure but until then workarounds like Claimyr are what people have to rely on.

going back to the original question because I think there's one more important distinction - unemployment through California EDD is TAXABLE income. SSI is generally not federally taxable. So if you're doing your taxes next year and you received California EDD UI benefits, you need to report them. EDD will send you a 1099-G form. Just flagging because this surprises a lot of first-time claimants.
0 coins
Jade O'Malley
AuthorOh wow I had no idea EDD payments were taxable. Good to know for tax time!
0 coins
Aidan Hudson
Yep - and you can actually opt in to have California EDD withhold federal taxes automatically from your payments if you want to avoid a surprise at tax time. You can set this up in your UI Online account settings.
0 coins
Andrew Pinnock
This is a great point. California state income tax also applies to UI benefits in California. The withholding option in UI Online is 10% federal and a smaller percentage for state - worth setting up if you don't want a tax bill in April.

ok completely different question sorry but my EDD claim has been in adjudication for 2 weeks with no updates and I genuinely don't know what that means. Is adjudication like an appeal? Did I do something wrong?
0 coins
Hunter Edmunds
Adjudication is NOT the same as an appeal - don't panic. Adjudication just means EDD is reviewing your claim to determine eligibility before approving it. It's triggered automatically by certain responses on your initial claim (like if your separation reason needed clarification, or if your employer disputed the claim). An appeal is something you file AFTER EDD makes a decision you disagree with. Adjudication = EDD reviewing before a decision. Appeal = you challenging a decision EDD already made. Two weeks is not unusual for adjudication - it can take anywhere from a few days to several weeks depending on claim volume.

I want to circle back and validate OP one more time - the SSI vs unemployment confusion is genuinely one of the most common misunderstandings I see people make when they first lose a job. The government benefit system in the US is a patchwork of completely separate programs that aren't explained clearly anywhere. You did the right research, you filed the correct claim with California EDD, and you're actively trying to understand the requirements. That's honestly more than a lot of people do. You're going to be fine.

One last thing for anyone reading this thread - if you're unsure which benefit program applies to your situation, California 211 is actually a really good resource. You call 2-1-1 or go to 211.org and they help connect you to appropriate programs based on your situation. They helped me figure out the difference between California EDD UI and SDI when I was confused about which one applied to my situation. Free service, available statewide.
