Every time Cali edd pick up the phone no one is saying anything like as soon as the hold music stop nothing else happens is this happening to anybody else

I have had 3 callbacks today where the line has been completely silent. No hold music, no person, no nothing, then eventually cuts off. The first callback where I actually got someone cut off while I was on hold for Tier 2. What did I pay for when my callbacks don't even get through to hold?
