EDD phone line says 'offices closed' at 9am on a weekday - system glitch?

I'm completely baffled right now. It's Tuesday, 9:15am, and I've been trying to reach EDD since they supposedly opened at 8am. Every single time (tried calling about 12 times already) the automated system tells me "offices are closed please try again Monday-Friday 8am-5pm"??? But it IS a weekday and it's definitely past 8am! Is there some holiday I don't know about? System maintenance? Or is EDD just... not working today for some reason? My certification got stuck in pending 3 weeks ago and I'm getting desperate - rent is due next week and I'm completely broke. Has anyone else experienced this weird message today or know what's going on?

This happens sometimes when their phone system gets overwhelmed or glitches out. It's not actually closed - the system just defaults to that message when all lines are at capacity. I've had this happen multiple times, especially on Mondays and Tuesdays when call volume is highest. Keep trying throughout the day, especially around lunchtime (12-1pm) when some agents are on break and others return, creating brief windows where you might get through.

Omg thank you for explaining! That makes sense but is SO frustrating. My anxiety was through the roof thinking maybe they changed their hours without announcing it or something. I'll keep trying throughout the day.

I hear you!! The EDD phone system is literally the worst thing I've ever dealt with. Three weeks of trying and not once have I even made it to the hold music. It's beyond frustrating when you're waiting on money that you desperately need.

I faced the exact same issue last month when my payments got stuck in pending after a quarterly review. The "office closed" message is misleading - EDD is definitely open, but their phone system has a bizarre way of handling call overflow. What finally worked for me was using Claimyr (claimyr.com) - it's a service that basically keeps dialing for you until it gets through to an actual EDD rep. There's a video showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km I was skeptical at first, but after two weeks of failing to get through on my own, I tried it and spoke to someone within 30 minutes. The rep fixed my pending payment issue during that call. Might be worth trying if you're desperate like I was.

Thanks for the suggestion! I'm pretty desperate at this point, so I might give that a try if I can't get through today. Did they actually fix your issue during the first call? I've heard horror stories about people finally getting through only to be transferred around and disconnected.

Yes, they fixed it on the first call! I got connected to a Tier 2 specialist who reviewed my account, saw that the system had flagged my quarterly review incorrectly, and released all my pending payments while I was on the phone. The money was in my account the next day. Just make sure to clearly explain your issue so they can transfer you to the right department if needed.

The EDD phone system is TRASH and has been for YEARS!! It's not closed, it's just their pathetic way of handling too many calls. Instead of putting people in a queue or giving accurate information like "we're at capacity" they just LIE and say they're closed!! I've had success calling exactly at 8:01am or trying after 4:30pm when call volume drops. Also, try the alternate numbers - sometimes the disability line or employer line will get you transferred to a UI rep faster than the main unemployment line.

totally agree with trying the alternate numbers!! i got through last month by calling the employer services line and then asking to be transferred to claims. took like 10 mins total when i had been trying the regular number for days

Good morning! Let me clarify what's happening with the EDD phone system. EDD is definitely open today (assuming you're calling on a regular business day in 2025 and not on a state holiday). The "offices closed" message is actually triggered by their automatic call distribution system when all available representatives are busy and the queue is at maximum capacity. Rather than saying "we're too busy," the system defaults to the closed message, which is extremely confusing and frustrating. For your pending certification, here's what I recommend: 1. Try calling right at 8:00am (set your phone alarm for 7:59am and start dialing at exactly 8:00:00) 2. Try mid-day (2-3pm) when there's often a slight dip in call volume 3. If your certification has been pending for 3+ weeks, this likely requires a manual review by a claims specialist Also, check your UI Online inbox for any notifications requiring action - sometimes certifications get stuck because of eligibility questions or quarterly review flags. You can also use the Contact EDD function in your UI Online account to send a message, though phone is typically faster for resolving pending payments.

Thank you for such a detailed explanation! I checked my UI Online and don't see any notifications or action items, which is why I'm so confused about why it's stuck in pending. I'll try calling at the exact times you suggested tomorrow. If I can't get through after a few more days, I might try that Claimyr service someone mentioned above - I'm getting desperate with rent coming due.

btw its not just u, my friend said the system was doing same thing to her today so maybe theres actually a bigger problem happening with their whole phone setup

That's actually slightly comforting to know it's not just me! Maybe they're having widespread technical issues today.

This happened to me last month and I almost had a panic attack thinking I'd never get my money! What worked for me was pressing options 1,2,4 instead of 1,2,1 when the menu starts. For some reason that route had fewer callers and I actually got through after only 3 tries. Worth a shot!

I tried your number sequence but it just sent me to a different department that couldn't help with unemployment claims at all 😡 I think they keep changing the menu options to prevent people from finding workarounds

Oh no, sorry about that! They must have changed it recently. The menu options seem to change every few months, it's like they're deliberately trying to confuse us 🙄

Update for everyone: I just checked the EDD Twitter account and there's no mention of system outages or closures today. This confirms it's just the usual call volume issue, not an actual closure or special holiday. Keep trying those phones!

Thank you for checking! I'm going to keep trying throughout the day. Will update if I manage to get through.

UPDATE: I FINALLY got through! For anyone with the same problem, I called at exactly 1:03pm and somehow got in the queue. Waited on hold for 47 minutes but actually spoke to someone who was really helpful. My claim was stuck because of a quarterly review flag that needed manual override. She fixed it on the spot and said my payments should process within 24-48 hours. So relieved right now!

congrats!! so glad u got it fixed! the quarterly review flag gets so many people, wish they would fix that glitch already

Congratulations on getting through! Your update gives me hope - I've been dealing with a similar pending issue for 2 weeks now and was starting to think it was impossible to reach anyone. The 1pm time slot tip is really helpful, I'll definitely try calling around that time tomorrow. It's so frustrating that these quarterly review flags seem to be such a common glitch that traps people's payments, but at least there's light at the end of the tunnel. Thanks for sharing your success story!

Same here! I've been stuck in this nightmare for almost a month now and was honestly starting to lose hope. Simon's success story is exactly what I needed to hear today. I'm definitely going to try that 1pm time slot - it makes sense that there might be a brief window when call volume dips during the lunch hour. It's ridiculous that we have to strategize like this just to reach our own unemployment office, but I'm grateful for everyone sharing what actually works. Fingers crossed I can get my pending payments resolved soon too!

Just wanted to add that I experienced the exact same "offices closed" message today around 10:30am! I was panicking thinking I'd missed some holiday or closure announcement. After reading everyone's experiences here, I tried calling again at 2:15pm and actually got through to the queue (though I'm still on hold as I type this). It's such a relief to know this is just their terrible way of handling call overflow and not an actual closure. For anyone still trying - the afternoon timing seems to be key based on what people are sharing here. Keeping my fingers crossed that I can get my pending payments sorted out too!

That's so encouraging that you got through to the queue in the afternoon! I'm keeping track of all these timing tips - seems like 1-3pm really is the sweet spot. Hope you get off hold soon and get your payments released! It's crazy how we all have to become EDD phone system experts just to access our own benefits, but at least we're helping each other figure it out. Keep us posted on how it goes!
