EDD denied UI claim saying missing documents when we uploaded everything - appeal or call?
Feeling so frustrated with EDD right now! My spouse lost his retail management position last month and filed for UI about 3 weeks ago. The system kept rejecting his identity documents (driver's license and utility bill PDFs) even though they were clear and perfectly legible. After calling for TWO DAYS STRAIGHT, he finally reached someone who assured him the documents were accepted in the system and everything was 'good to go.' Fast forward to yesterday - we received a denial letter dated 6/16/2025 stating his claim was denied for 'failure to provide requested documentation.' This is absolutely wrong since he not only uploaded everything, but also got verbal confirmation from an EDD rep that the documents were received! To make matters worse, he never received the scheduled eligibility phone interview that was supposed to happen this past Tuesday. Do we need to go through the whole formal appeal process now (which could take months from what I've read), or is there a way to resolve this by phone since it seems like a clear technical error on their end? Has anyone dealt with this kind of document verification issue and found a faster solution? We really can't wait 6-8 weeks for an appeal hearing.

Unfortunately, once you receive a formal denial letter, you pretty much have to file an appeal. The denial automatically closes the claim in their system, and regular phone reps can't override that decision. You'll need to complete the appeal form (DE 1000M) explaining exactly what happened with the document uploads and the conversation with the EDD rep. Include copies of the original documents and any confirmation numbers/emails. FYI - The appeal needs to be filed within 30 days of the date on the determination notice. Don't miss this deadline or you'll have to start completely over.

omg this EXACT thing hapened to my boyfriend last yr!!! the stupid system kept rejecting his docs too and then they denied him even after he talked to someone who said it was fixed. so annoying!! he ended up having to appeal and it took like 10 weeks to get fixed but he did get backpay at least

Actually you might be able to get this fixed faster by phone! I had a similar issue with my identity docs being rejected (though I never got verbal confirmation like your husband did). What worked for me was specifically asking for a Tier 2 specialist when I finally got through to EDD. Regular reps can't help with document verification problems, but Tier 2 specialists sometimes can, even after you get a denial letter. The key is actually getting through to someone, which is nearly impossible these days. After wasting days trying, I used this service called Claimyr (claimyr.com) and got through in about 20 minutes. •I just asked for a Tier 2 specialist and explained it was about document verification that was incorrectly processed. The first rep transferred me after I explained the situation. The Tier 2 person was able to see notes from previous calls in the system, which helped my case.

File the appeal ASAP regardless of whether you try calling again! The 30 day deadline is strict and you don't want to miss it. My sister works for EDD (not in claims though) and she says the ID verification system has been glitchy since they upgraded in January. Lot of legitimate documents getting flagged.

I went through this exact nightmare in March. Here's what you need to do: 1. File the appeal immediately using the DE 1000M form. You can download it from the EDD website or pick one up at an America's Job Center. I recommend mailing it with delivery confirmation so you have proof they received it. 2. While waiting for the appeal, call and specifically request to speak with an ID Verification Specialist (not just any Tier 2 rep). Explain that you have documentation proving the documents were submitted and accepted. If the rep confirms they can see the documents in the system, ask them to make detailed notes in your file for the appeal judge to review. 3. Keep certifying for benefits each week even though they'll show as disqualified. If you win your appeal, you'll get backpay for those weeks, but only if you certified. 4. Gather any evidence of the previous call where the rep confirmed receipt - date/time of call, any confirmation numbers, names of reps you spoke with. In my case, I was able to get it resolved before my appeal hearing because I finally reached someone who could see the documents were actually in the system but had been incorrectly flagged as insufficient. They overrode the denial and my claim was reactivated within a week.

•I called 32 times over 3 days before getting through to someone who could help. The best times to call are right when they open at 8am or between 1-2pm when reps are coming back from lunch. Avoid Mondays if possible - those are their busiest days.

Why are people saying to file an appeal?? Just reapply! My cousin had the same problem and he just started a new application and it worked fine the second time. Appeals take forever and you're just stuck in the system.

I am sooooo sorry your dealing with this!!! The exact same thing happen to me back in February. I uploaded my passport and bank statement THREE times and kept getting rejection emails saying they couldn't verify my identity. It's absolutely ridiculous!!! I ended up filing an appeal AND calling every single day. After two weeks of calling I finally got through to a woman who was super nice and actually looked at my file. She said she could see all three of my upload attempts in the system and that the documents were perfectly fine but something in there system had flagged them as "unreadable" even though they weren't. She was able to override the system and approve my identity verification on the spot! My appeal hearing got cancelled automatically after that and I started receiving benefits about 5 days later, including all the backpay I was owed. DON'T GIVE UP!!! The system is broken but there are some helpful people at EDD if you can actually reach them!

•I just called the regular UI number (833-978-2511). I found that calling right at 8:00am on the dot was the only time I could actually get in the queue instead of getting the dreaded "we're too busy" message. Even then I waited on hold for almost 2 hours before speaking to someone!

The EDD is completely INCOMPETENT. This happened to me twice in the past year. They are deliberately making the system complicated to deny legitimate claims. I bet they have quotas for how many claims they need to deny to save the state money. It's a disgrace how they treat people who are just trying to get the benefits they paid into the system for years.

•We filed the appeal yesterday and mailed it with tracking. Today we tried that Claimyr service someone mentioned, and it actually worked! Got through to EDD in about 30 minutes. The first rep transferred us to a Tier 2 specialist who said she could see all the documents were actually in the system but had been incorrectly flagged. She's sending the case for review to potentially override the denial without waiting for the appeal hearing. Keeping fingers crossed! And yes, we're continuing to certify each week just in case.

One thing that helped me was taking screenshots of EVERYTHING - the upload confirmations, any error messages, confirmation numbers from calls, etc. When I finally got through to someone who could help, having all that documentation made it much easier to prove the system had made an error. Also, when you do get through to EDD (whether through regular calling or that Claimyr service others mentioned), ask the rep to put detailed notes in your file about what happened. Something like "Documents uploaded successfully on [date] but incorrectly flagged by system - claimant has confirmation from previous rep that docs were accepted." This creates a paper trail that appeal judges and other specialists can reference. The good news is that once someone with the right access looks at your case, these technical errors are usually pretty obvious to fix. It's just a matter of reaching the right person who can actually do something about it. Don't give up!
