EDD claim stuck 'under review' after switching from old to new claim - payment pending for 2 weeks
Super frustrated right now! I exhausted most of my previous claim, then got laid off from my restaurant job last month. Since my old claim hadn't technically expired, they paid me for my first week of unemployment through that claim. Then I filed a new claim as instructed, certified for benefits, and got paid for my first week on the new claim - all normal. But now I'm stuck in limbo... my last TWO certifications just say 'received' and 'payment pending' with my claim status showing 'under review.' It's been stuck like this for over 14 days with zero explanation! I've tried calling at least 20 times but can't get past the automated system. Is this happening to anyone else RIGHT NOW? All the posts I can find about similar issues are from the COVID pandemic period, but I need to know what's going on in 2025! Has anyone successfully gotten out of this 'under review' status recently? My rent is due next week and I'm seriously panicking.

•3 weeks?! Oh god, that's terrifying. Have you tried contacting your assembly member? I'm wondering if that's my next step.

This is actually a common transition issue when moving from an old claim to a new one. The system automatically flags these for review to prevent overpayment. In most cases, they're checking if you qualify for a new claim based on your work history during the base period since your last claim started. You might be experiencing what's called a "Recomputation Review" where they verify your wages. If your previous employer hasn't reported your most recent wages yet (which is pretty common), it can cause this type of delay.

•Thank you for explaining! That makes sense with the timing. Do you know if there's anything I can do to speed up this review process? Or do I just have to wait it out?

I experienced this exact situation in January. The key is getting through to an actual EDD representative who can review your file and manually push it through. What worked for me was using Claimyr (claimyr.com) - they connected me to an EDD agent in about 25 minutes when I had been trying for days on my own. The agent explained that my claim needed a manual review because I had wages from two different employers during my base period, and the system flagged it. Once they cleared it, my pending payments were released within 48 hours. They have a video showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km

•Thank you so much for the recommendation! I've never heard of this service before. Did they actually solve your issue completely or just get you through to someone?

•They just connect you to an actual EDD rep, but that's the hardest part! Once I got through, the EDD agent was able to see exactly what was wrong and fix it. In my case, it really was just about getting a human to look at my claim.

I'm dealing with this right now too. Started a new claim after my old one had a small balance. The EDD rep I finally reached (after calling 37 times) said they're doing a "consecutive claim review" and that it could take up to 30 days from when you filed the new claim! Something about verifying you earned enough wages during your base period to qualify for a new claim. The rep also said they're behind on processing these reviews because they laid off a bunch of staff after the pandemic. So we're all stuck waiting... 😑

•30 DAYS?! That's insane. Did they say if you'll eventually get backpay for all the weeks that were pending during this review?

•Yes, they said as long as I keep certifying every two weeks, I'll get paid for all those weeks once the review is complete (assuming I qualify for the new claim). But who can wait a month with no income? It's ridiculous!

My sister-in-law had this happen last month. It took about 3 weeks to resolve but the payment eventually switched from pending to paid without her doing anything. Just keep certifying on time!

Just to clarify something important: this review process is standard procedure for consecutive claims, but you should still try to reach a representative if it's been more than 10 business days. The review could be complete, but sometimes the system needs a manual push to release payments. Also, make sure you've uploaded any requested documents to your UI Online account. Sometimes there's a notification that's easy to miss, and the review gets held up waiting for documents you don't realize they need.

•Thank you - I just checked and don't see any document requests in my UI Online account. I've been checking it obsessively every day. I think I'll try that Claimyr service someone mentioned above since it's been 14 days now.

When I had this happen in February, I discovered that my employer had reported different wages than what I claimed on my application. I had to upload my final paystubs through UI Online to resolve the discrepancy. Check if you have a task or message in your UI Online inbox - they don't always send emails about these requests! Once I uploaded the documents, my pending payments cleared within 3 days. Worth checking if this might be your issue too.

•Just double-checked and there's nothing in my inbox requesting documents. My situation seems to be purely the review process others have mentioned. Thanks for the suggestion though!

•YES! This worked for me during the pandemic. I contacted my state assembly member's office and they have dedicated staff that works with EDD. They resolved my issue in about a week after I'd been stuck for over a month trying on my own. Definitely worth trying if you've been waiting more than 2-3 weeks.

UPDATE: I finally got through to EDD using that Claimyr service someone recommended. The agent confirmed I'm stuck in a "consecutive claim review" and said mine should be completed within the next 5-7 business days. Apparently they're reviewing my work history to confirm I qualify for a new claim. The agent also put a note on my account to expedite the review since it's been over 2 weeks already. She assured me I'll receive all my backpay once the review is complete, assuming everything checks out. I feel so much better just knowing what's happening!

FINAL UPDATE: All my pending payments just switched to paid this morning! Exactly 6 business days after I spoke with the EDD rep. The money should be on my Money Network card tomorrow. Such a relief! For anyone else dealing with this, it seems the key is just getting through to someone who can check on your claim status and maybe add a note to expedite the review.
