EDD UI showing 'certify' for weeks I already certified by mail - duplicate certification issue?

I'm so confused about my certification right now. I mailed in my paper certification form on Wednesday for my benefit weeks (July 8-21, 2025), and I got the receipt confirmation that they received it. But when I logged into my UI Online account today, it's showing that I need to certify for those EXACT SAME weeks! Is this normal? Am I supposed to certify twice? Will I get in trouble for double certification if I do it online now too? Or did they not process my paper form yet? I really don't want to mess anything up because I desperately need this payment to come through. Has anyone dealt with this situation before?

This happens sometimes when EDD hasn't processed your paper certification yet. The system doesn't know you've already certified by mail, so it's still prompting you to do it online. I'd recommend waiting at least 5-7 business days before taking any action. If after that time it still shows the same message, call EDD to confirm they received your paper form. DO NOT certify twice - it can flag your account and delay payments.

Thank you! I'll try to be patient and wait a week then. Do you know if paper certifications usually take longer to process than online ones? This is my first time doing paper because my internet was down.

omg same thing happened to me last month!! i freaked out and certified both ways and then my payment was delayed for like 3 weeks while they sorted it out. dont do what i did lol

Ugh that's the worst! The EDD system is so confusing sometimes. I wish they would make it clearer what's happening instead of making us guess.

This is actually quite common with EDD's system. Here's what's happening: When you certify by mail, it takes their processing center about 7-10 business days to manually input that data into their system. During that processing gap, UI Online doesn't know you've already certified, so it continues to show those weeks as needing certification. Some important points: 1. NEVER certify twice for the same period - this will trigger a duplicate certification flag 2. Paper certifications are always slower than online (typically by 1-2 weeks for payment) 3. You can call EDD to confirm receipt of your paper certification 4. Once processed, the prompt to certify online should disappear In the future, I strongly recommend sticking to one certification method consistently (preferably online) to avoid these issues.

Is there any way to check if they've received your paper certification before calling? The EDD phone lines are IMPOSSIBLE to get through!! I've been trying for days and always get the "we're experiencing high call volume" message. It's so frustrating!

I dealt with this exact problem last month! If you certified by mail and then see the same weeks available for online certification, DON'T CERTIFY ONLINE. EDD just hasn't processed your paper form yet. I called EDD after waiting 8 days and they confirmed they had my paper certification in the system but it was still in the processing queue. The rep told me this is normal and to just ignore the online prompt until it disappears. If you're really worried, try using Claimyr (claimyr.com) to get through to an EDD rep quickly. I used their service last time I had a certification issue and got through in about 20 minutes instead of spending days redialing. They have a video showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km

Thanks for sharing your experience! I'm glad to hear I'm not the only one who's run into this problem. I might check out that service if I can't get any confirmation about my certification by next week. Did they tell you how long it typically takes for the paper certification to be fully processed?

I switched from paper to online certification last year and it was the best decision ever! Paper forms always took forever to process and I'd constantly stress about whether they received them. Online is instant and you get confirmation right away.

Yeah, I normally do online certification but my internet was out for a few days so I had to mail it this time. Definitely going back to online ASAP!

THE ENTIRE EDD SYSTEM IS BROKEN!!!! I've been dealing with these exact same issues for MONTHS and nobody there knows what they're doing. I certified by mail for THREE MONTHS because my account was locked online, and guess what? They LOST two of my paper certifications and I had to appeal to get my backpay!!!! Don't trust anything about their system!!

While there are certainly problems with EDD's systems, most paper certifications are processed correctly. It's important to keep copies of everything you mail and use certified mail with tracking for important documents. This creates a paper trail that helps tremendously during appeals.

Wait does anyone know if you'll get penalized if you accidentally certify twice? asking for a friend lol

You won't get "penalized" in the sense of getting a formal penalty week, but dual certification creates a discrepancy flag in the system that requires manual review. This typically causes payment delays of 2-3 weeks while an EDD specialist resolves the issue. In some cases, it can trigger an eligibility interview if the information between the two certifications doesn't match exactly.

Thank you everyone for your help! I'm going to wait a full week before doing anything. If I still don't see any changes, I'll try to contact EDD to confirm they received my paper certification. And I'm definitely going back to online certification next time!

That's the best approach. Just make sure to keep track of the dates so you don't accidentally miss your next certification period while waiting for this one to process!

I work as a former EDD claims specialist and can confirm what others have said - this is a very common issue! When you mail your certification, it goes to a processing center where staff manually enter the data into the system. This can take 7-14 business days depending on their workload. During this time, UI Online has no way of knowing you've already certified, so it continues showing those weeks as available. A few additional tips: - Keep a copy of your mailed certification and note the date you sent it - If you used certified mail, keep that receipt as proof of delivery - The online prompt should disappear once your paper form is processed - Your payment will be delayed compared to online certification (usually 1-2 weeks longer) You're doing the right thing by waiting it out. The system will eventually sync up, and you'll avoid the headache of duplicate certification flags that can really mess up your payments.

This is really helpful to hear from someone who actually worked at EDD! I've been so worried about this situation. Quick question - when you say it takes 7-14 business days to process, does that timeline start from when EDD receives the mail or from when I actually sent it? I mailed mine on Wednesday and they confirmed receipt, so I'm trying to figure out when I should expect to see changes in my UI Online account.

The 7-14 business day timeline starts from when EDD receives your mail, not when you sent it. Since you already got confirmation that they received it, you can start counting from that day. So if they confirmed receipt on Wednesday, you'd be looking at anywhere from the following Wednesday to two Wednesdays later for the system to update. The processing time really depends on how backed up their data entry team is - during busy periods it tends to be closer to the 14-day mark.

I had this exact same issue a few months ago! It's super stressful when you're not sure if you did something wrong. The good news is that this is totally normal - EDD's paper processing system just takes forever to sync with their online system. I mailed my certification and then panicked when I saw the same weeks still showing up online. I ended up waiting about 10 business days before the online prompt finally disappeared. My payment came through about 2 weeks after I originally mailed the form, which was longer than usual but expected for paper certification. The most important thing is DON'T certify online for those same weeks! I know it's tempting when you see that prompt, but it will just create more problems. Trust that your paper form is working its way through their system. You did everything right by getting that receipt confirmation - that's your proof they have it.

Thank you so much for sharing your experience! It's really reassuring to hear from someone who went through the exact same thing. I was definitely tempted to just certify online when I saw that prompt, but all the advice here has convinced me to wait it out. Two weeks for payment sounds reasonable given that it's paper processing. I'm going to mark my calendar for 10 business days from when they confirmed receipt and see if the online prompt disappears by then. Really appreciate everyone taking the time to help - this community is amazing!

I'm dealing with something similar right now! I mailed my certification last Friday and just logged in to see the same weeks showing as "needs certification" online. Reading through all these responses has been so helpful - I was about to panic and certify online too, but now I understand it's just a timing issue with their processing system. It's really frustrating how EDD's different systems don't communicate with each other in real time. You'd think in 2025 they'd have this figured out! But at least now I know to just wait it out instead of making it worse by double certifying. Thanks to everyone who shared their experiences - this community is a lifesaver when EDD's own customer service is so hard to reach.

I'm so glad this thread helped you too! It's crazy how many of us have dealt with this exact same issue. You're absolutely right that EDD should have figured out how to sync their systems by now - it seems like such a basic thing, but here we are still dealing with these confusing gaps between paper and online processing. At least we can help each other navigate these frustrating situations. Definitely stick to your plan of waiting it out - from everything I've read here, patience is really the key with EDD's paper certification process!

I went through this exact situation about 6 months ago and it was so nerve-wracking! I mailed my certification on a Tuesday, got the delivery confirmation, but then saw those same weeks still showing up for online certification for almost 2 full weeks. I called EDD (took forever to get through) and they confirmed they had my paper form but said it was "in queue for processing." What really helped me was setting up a simple tracking system - I wrote down the date I mailed it, the date they confirmed receipt, and then checked my UI Online every few days instead of obsessing over it daily. The online prompt finally disappeared on day 12, and my payment showed up about 3 days after that. The waiting is the hardest part, but everyone here is right - DO NOT certify online for those same weeks no matter how tempting it is. Your paper certification will process, it just takes their system time to catch up. You're handling this exactly the right way by asking here first instead of potentially creating a bigger problem!

This is such great advice about setting up a tracking system! I think that's going to help me stay sane during this waiting period instead of checking my account obsessively every day. Writing down all the dates is really smart - it gives you a clear timeline to reference instead of just guessing. I'm definitely going to do the same thing. It's also reassuring to hear that your payment came through just a few days after the online prompt disappeared. That gives me hope that once this processes, everything should move pretty quickly after that. Thanks for sharing such detailed timeline info - it really helps to know what to expect!

I went through this same exact situation last year and it was so stressful! The key thing to remember is that EDD's paper processing system is completely separate from their online system, so there's always going to be this lag time where both systems don't know what the other is doing. When I mailed my certification, I made the mistake of not keeping a detailed record, so I was constantly second-guessing myself about whether I had actually sent it. Now I always take photos of my completed forms before mailing and keep all tracking receipts. One thing that helped me was understanding that the "certify" prompt you're seeing online is basically just automated - it doesn't actually know you've already handled those weeks by mail. It's not trying to trick you into double-certifying, it's just that their systems aren't smart enough to communicate with each other in real time. Hang in there - from everything I've experienced and read, as long as you got that delivery confirmation, your certification is working its way through their system. The waiting is brutal but it's better than the alternative of dealing with duplicate certification issues that can take weeks to resolve!

This is such a helpful perspective on how the two systems work (or don't work together)! I never thought about it being automated like that, but it makes total sense. The online system is just doing its thing without any clue that I already handled those weeks through paper certification. That actually makes me feel a lot less anxious about seeing that prompt - it's not some red flag or indication that something went wrong, it's just the system being oblivious to what happened on the paper side. Taking photos of completed forms before mailing is brilliant advice too - I'm definitely going to start doing that for peace of mind. Thanks for helping me understand what's really happening behind the scenes!

I'm going through this exact same thing right now and this thread has been incredibly helpful! I mailed my certification last Monday and got the delivery confirmation on Wednesday, but when I logged into UI Online yesterday, it's still showing those weeks as needing certification. Reading everyone's experiences here has really put my mind at ease - I was honestly about to panic and certify online just to be safe, but now I understand that would actually make things worse. It's so frustrating that EDD's systems don't talk to each other properly, but at least knowing this is a common issue helps me feel less like I did something wrong. I'm going to follow the advice here and wait at least 10 business days from when they confirmed receipt before taking any action. In the meantime, I'm setting up that tracking system someone mentioned - writing down all the important dates so I can stay organized instead of constantly worrying. Thanks everyone for sharing your experiences and helping newcomers like me navigate this confusing process!
