Recovered $180 stolen EBT funds - CalFresh helped me get reimbursed through bank withdrawal!
Y'all I am literally crying happy tears right now!!! My EBT card got skimmed back in February and someone stole $180 from my CalFresh balance. I have 3 kids to feed and was DEVASTATED when I went to buy groceries and found out most of my benefits were gone! I reported it to the fraud department right away but the worker kept saying it would take 'up to 90 days' to investigate. 90 DAYS?? My kids can't wait that long to eat! Well I just got a call yesterday that they approved my claim and told me I could actually go to my bank branch with my ID and withdraw the replacement funds directly!!! I had NO IDEA this was even possible with CalFresh. The bank teller was confused at first but called their manager who confirmed they can do cash withdrawals for approved EBT theft claims. Just wanted to share in case this happens to anyone else! Check your EBT balance regularly and report ANY suspicious activity immediately!

•The key is making sure the fraud case gets APPROVED! They gave me a claim number and sent a letter saying the funds were being replaced. Then they called to tell me I could go to any bank that participates in the EBT system with my ID and claim number. I just went to Wells Fargo since that's where I bank anyway. Bring the approval letter if you have it! And yes normally EBT is only for food but this is a special exception for theft cases.

This is actually a relatively new policy change for CalFresh EBT theft replacement. After skimming became so common in 2023-2024, California updated their procedures to allow direct bank withdrawals for approved theft claims instead of just putting the funds back on the EBT card (which could potentially get skimmed again). A few important things to know: 1. You MUST file the theft report within 10 days of discovering the unauthorized transaction 2. The investigation can take up to 90 days, but often resolves faster 3. Bring government-issued photo ID to the bank 4. Bring your claim approval letter/number 5. Only works at banks that participate in the EBT system I'm glad you were able to get your benefits back. EBT skimming has unfortunately become very common.

•Most major banks participate, including Bank of America. The key is speaking with someone who understands the EBT system. Many frontline bank tellers aren't familiar with this process yet. Ask specifically to speak with a manager about an "approved CalFresh theft reimbursement withdrawal." They may need to make a phone call to verify the process, but it is legitimate. Bring your approval documentation to help them verify everything.

•Yes!! That's what the fraud dept told me too - if you wait longer than 10 days after discovering it, they usually deny the claim. I noticed mine the same day it happened thank goodness. I feel so bad for your cousin though, that's terrible!

I just want to warn everyone that EBT skimming is EXTREMELY common now. Thieves put tiny card readers and cameras on store machines to steal your card info and PIN. To protect yourself: 1. Always check the card reader for anything loose or suspicious 2. Cover the keypad when entering your PIN 3. Consider keeping most of your benefits in a separate "wallet" on BenefitsCal and only moving what you need for each shopping trip 4. Check your balance after EVERY transaction 5. Set up balance alerts on the EBT app if possible Also, NEVER share your PIN with anyone - even people who claim to be from the county office. Legitimate CalFresh workers will never ask for your full card number or PIN.

•It's a feature they added in late 2024 after all the skimming issues. Log into your BenefitsCal account, go to "EBT Management" and look for "Create Benefit Wallet." You can create a secondary wallet and only transfer the amount you need for shopping from your main balance. It's not available in all counties yet but should be statewide by mid-2025.

I work with CalFresh clients and can confirm this is correct. California implemented emergency measures in 2024 to address the massive increase in EBT theft. The bank withdrawal option is specifically for approved theft claims to prevent benefits from being stolen again if simply reloaded to the same compromised card. One thing to add: when you get a theft replacement, you should ALWAYS request a new EBT card as well. Your old card information has been compromised and could lead to future theft.

•Thanks for confirming! Yes I forgot to mention they automatically sent me a new card with a different number after I reported the theft. The county worker told me to cut up my old one right away and never use it again.

this whole system is designed to make everything as difficult as possible!! they make us wait MONTHS for money WE NEED TODAY just because their system is broken. and why dont they use chip readers on ebt if they KNOW skimming is a problem?? meanwhile my kids are supposed to what, not eat?? glad you got your money back but the fact that we have to jump through all these hoops is ridiculous

•You're absolutely right about the chip readers. The technology exists but hasn't been fully implemented for EBT yet. I heard they're planning to roll out chip-enabled EBT cards by the end of 2025, but that's still too long to wait when people are losing benefits now.

If anyone is having trouble reaching someone about a theft claim, I used a service called Claimyr to get through to an actual CalFresh worker when my benefits were stolen. You might want to check out their site (claimyr.com) - they basically call the office for you and then connect you when they get a real person. Saved me hours of waiting on hold. They have a video about how it works: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 The CalFresh fraud department was actually super helpful once I got through to them, but getting through was the hard part.

•That's horrible! Yeah, the worker was SUPER clear that reporting within 10 days is critical. I wish they made that more obvious when you get your benefits approved. Maybe they should send text alerts or something to check your balance regularly?

Y'all be careful tho the bank tellers sometimes dont know wat theyre doing! My sister tried to do this and they made her wait 2 hours and then told her to go to a different branch and THAT one said they couldnt help either!! Some real bs

•This is a good point. If a bank branch gives you trouble, ask them to call the EBT Customer Service number while you're there. The EBT representative can explain the process to the bank employee. Also, bringing the official claim approval letter helps significantly. Banks are still getting used to this process since it's relatively new.
