Try using PRIVATE browsing mode! That fixed it for me when I was having the EXACT same issue. The FAFSA site has all these cookies and tracking stuff that sometimes conflicts with the signature function. YES verification is even WORSE than the signature page problems. If you get selected, start the process IMMEDIATELY because it takes FOREVER. And keep copies of EVERYTHING you submit!!
