Washington ESD - does minimum wage increase affect unemployment eligibility?
I've been wondering about this ever since Washington's minimum wage went up again this year. My friend got laid off from her retail job right after the wage increase and she's convinced it's connected. Does the minimum wage increase actually cause more people to file for unemployment? I'm asking because I work part-time at a small restaurant and I'm worried they might cut hours or let people go because of the higher wage costs. Has anyone else noticed more layoffs after wage increases? Does this affect how Washington ESD processes claims or determines eligibility?

There's definitely a connection but it's more complicated than just 'wage goes up, jobs disappear.' Some businesses do reduce hours or staff when minimum wage increases, especially smaller ones with tight margins. But Washington ESD doesn't change eligibility requirements based on why you lost your job - if you're laid off due to wage-related cuts, you're still eligible for UI benefits as long as you meet the other requirements.

•That's reassuring about the eligibility part. I was worried they might deny claims if layoffs were related to wage increases.

•Yeah the reason for layoff doesn't matter for eligibility unless it was for misconduct or something like that.

I actually got laid off from my coffee shop job last month and I'm pretty sure it was because of the wage increase. They cut three positions right after it went into effect. The good news is I was able to file for unemployment without any issues - Washington ESD processed my claim normally and I'm getting benefits now.

•How long did it take for your claim to get approved? I'm trying to prepare in case I need to file.

•About 2 weeks for the initial decision, then another week for the first payment. Pretty standard timing from what I've heard.

If you're worried about getting through to Washington ESD to check on claim status or ask questions, I'd recommend checking out Claimyr (claimyr.com). They help people get connected to ESD agents without waiting on hold forever. There's a demo video at https://youtu.be/7DieNd3C7zQ that shows how it works. Really helped me when I couldn't get through the regular phone lines.

honestly this whole minimum wage thing is a disaster for small businesses. my uncle had to close his shop because he couldnt afford to pay everyone the new wage. now 8 people are unemployed instead of making lower wages. makes no sense

•I understand the frustration, but the research on minimum wage effects is actually mixed. Some studies show job losses, others show little to no effect.

•That's really tough about your uncle's shop. At least those 8 workers can file for unemployment benefits to help while they look for new jobs.

•yeah but unemployment doesnt last forever and now theres 8 more people competing for jobs

I work in HR and we've had to make some adjustments since the wage increase but we haven't laid anyone off. We did reduce some people's hours though. Just an FYI - if your hours get cut significantly, you might be eligible for partial unemployment benefits through Washington ESD. A lot of people don't know about that option.

Caesar Grant
•Really? How much do your hours have to be cut to qualify for partial benefits?

Gemma Andrews
•Generally if you're working less than full-time and earning less than your weekly benefit amount, you might qualify. You'd need to check with Washington ESD for the exact calculation.

•This is good info. I didn't know about partial unemployment benefits either.

The minimum wage debate aside, what really matters for unemployment claims is documenting everything properly. If you do get laid off, make sure you get the reason in writing from your employer. Washington ESD will want to know the circumstances even if it doesn't affect eligibility.

•Good point about getting everything in writing. I'll remember that.

I've been tracking unemployment claims in my area and there was definitely a spike after the wage increase went into effect. Could be coincidence but the timing is suspicious. Regardless, Washington ESD has been processing claims normally - no delays or special requirements related to wage-related layoffs.

•Interesting observation. Have you noticed any patterns in which industries are filing more claims?

•Mostly retail and food service from what I can see. Smaller businesses seem to be hit harder.

Jake Sinclair
•That makes sense. Those are typically the industries that employ more minimum wage workers.

Whatever the reason for layoffs, just make sure you file your claim as soon as possible if it happens. Washington ESD benefits are retroactive to when you file, not when you lost your job. Don't wait thinking you'll find something quickly.

The restaurant industry has been hit pretty hard by wage increases historically. If you're worried about your job, maybe start looking for other opportunities now? Better to be proactive than reactive.

I used Claimyr when I had to call Washington ESD about my claim status and it was a lifesaver. Much better than sitting on hold for hours. They connected me to an agent in like 15 minutes. Definitely worth checking out if you need to reach ESD for any reason.

Just remember that even if minimum wage increases do cause some layoffs, it's not your fault and you're entitled to unemployment benefits if you lose your job through no fault of your own. Don't let anyone make you feel bad about filing a claim.

•Thanks for saying that. Sometimes there's stigma around filing for unemployment but it's there for a reason.

Carmella Popescu
•Exactly. You pay into the system through your wages, so you're entitled to benefits when you need them.

The bigger picture is that automation and other factors are probably bigger drivers of job losses than minimum wage increases. But regardless of the cause, Washington ESD is there to help people transition between jobs.

If you do end up filing for unemployment, make sure you're actively looking for work and documenting your job search. Washington ESD requires proof of job search activities to continue receiving benefits.

Caesar Grant
•How many job applications do you need to submit each week?
0 coins
Noah huntAce420
•I believe it's 3 job search activities per week, but check the current requirements on the ESD website since they can change.

Ana Rusula
•They also accept things like attending job fairs or networking events as job search activities, not just applications.

One thing I learned is that if you're partially employed (reduced hours), you still need to file weekly claims and report your earnings. Washington ESD will calculate your partial benefits based on what you earned that week.
0 coins
Caesar Grant
•That's good to know. I was wondering how that worked with partial unemployment.
0 coins
Isaiah Sanders
•Yes, and you have to report ALL earnings, even small amounts. ESD will find out eventually and it's better to be honest upfront.

For what it's worth, I've been using Claimyr whenever I need to contact Washington ESD and it's been great. Much less stressful than trying to call during business hours and getting busy signals. The video demo on their site explains it well.

Bottom line: whether minimum wage increases cause unemployment or not, if you lose your job you should file for benefits. Don't let economic theories stop you from getting help you're entitled to.

Just wanted to add that Washington ESD also has resources for workers who are worried about job security. They offer retraining programs and job placement services even before you lose your job.

The main thing is don't panic if you do get laid off. File your claim right away, start your job search, and use all the resources available. The unemployment system isn't perfect but it's there to help.
