How to apply for unemployment for IHSS workers in Washington - Washington ESD process?
I've been working as an IHSS (In-Home Supportive Services) caregiver for my elderly neighbor for about 8 months now, getting paid through their program. My client just moved to assisted living so I'm out of work. Can I file for unemployment benefits through Washington ESD? I'm not sure if IHSS workers qualify since it's kind of different from regular employment. Has anyone been through this process before? I've never filed for unemployment and don't know where to start with Washington ESD.

Yes, IHSS workers can definitely qualify for unemployment benefits in Washington! Since you were receiving wages and likely had taxes withheld, you should be eligible. You'll need to file your initial claim through the Washington ESD website at esd.wa.gov. Make sure you have your Social Security number, employment history for the last 18 months, and any pay stubs or tax documents from your IHSS work.

•Thank you! I do have pay stubs saved. Do I need anything special since it was through IHSS or just treat it like regular employment?

•Just treat it like regular employment when filing with Washington ESD. The system will recognize the employer information automatically.

•How long did it take for your claim to get approved? I'm worried about the wait time.

•took about 2 weeks for me but that was before all the system updates they did

I had to use Claimyr to get through to Washington ESD when I had questions about my IHSS unemployment claim. The phone lines are always busy but their service helped me connect with an actual agent who could explain the process. Check out claimyr.com - they have a video demo at https://youtu.be/7DieNd3C7zQ that shows exactly how it works.

•Never heard of that service before. Did it actually work for you?

•Yes, got connected within an hour instead of spending days trying to call. The Washington ESD agent was able to answer all my specific questions about IHSS eligibility.

The Washington ESD system is SO confusing for IHSS workers!! I spent hours trying to figure out how to report my wages correctly. Make sure you understand the difference between gross and net pay when you're filling out the application.

•What do you mean about gross vs net pay? I thought I just reported what I actually received.

Anderson Prospero
•You report gross wages (before taxes) to Washington ESD, not your take-home pay. Use the gross amount from your pay stubs.

IHSS workers have the same rights as any other employee when it comes to unemployment benefits. Washington ESD treats you like any other worker as long as you meet the wage and work requirements. You'll need to have earned at least $1,000 in your base period and worked in at least two quarters.

•What's a base period? I've been working for 8 months so I think I should be okay.

Mei-Ling Chen
•Base period is the first four of the last five completed calendar quarters before you file. With 8 months of work, you should definitely meet the requirements.

just a heads up - you'll need to do weekly claims every week to keep getting benefits. washington esd makes you certify that you're looking for work and available to work. dont forget or you'll lose your benefits for that week

•How do the job search requirements work for IHSS workers? Do I have to look for any type of job or can I focus on caregiving positions?

Sofía Rodríguez
•you have to be looking for suitable work which can include caregiving but washington esd expects you to expand your search if needed

One important thing for IHSS workers - make sure you report the reason for separation correctly. Since your client moved to assisted living, that would be considered a layoff due to lack of work, which shouldn't affect your eligibility negatively.

•Good point! I was worried they might think I quit or something.

•Yeah definitely say lack of work or end of assignment, not that you quit

The Washington ESD website has a whole section for domestic workers and caregivers. I'd recommend reading through that before you file your claim. It explains a lot of the specifics that apply to our type of work.

•I'll definitely check that out. Thanks for the tip!

Another thing - if you have any issues with your claim or it goes into adjudication, don't panic. IHSS cases sometimes need extra review but that doesn't mean you won't get approved.

Ahooker-Equator
•What's adjudication? That sounds scary.

Anderson Prospero
•Adjudication just means Washington ESD needs to review something about your claim more carefully. It can happen for various reasons and doesn't mean you did anything wrong.

I work for multiple IHSS clients and when one ended I was able to get partial unemployment benefits while still working for the others. Washington ESD has provisions for partial claims if you lose some but not all of your work.

•That's good to know! I might look for another IHSS position while collecting benefits.

•Just make sure to report any new earnings on your weekly claims. Washington ESD will adjust your benefits accordingly.

Ugh the job search requirements are such a pain when you're trying to find specific caregiving work. I had to apply to so many random jobs just to meet the weekly requirement even though I only wanted IHSS positions.

•you can focus on suitable work in your field but washington esd expects some flexibility after a while

If you run into any problems with Washington ESD not understanding IHSS work arrangements, I'd definitely recommend using that Claimyr service I mentioned earlier. They helped me explain my situation to an actual Washington ESD representative who knew about domestic worker benefits.

•It's worth it if you're having trouble getting through. Saved me weeks of frustration trying to reach Washington ESD on my own.

Make sure you file as soon as possible after your last day of work. There's no waiting period in Washington but you want to get your claim started right away to avoid any delays in receiving benefits.

•My last day was this past Friday. Should I file this week or wait until Monday?

•File as soon as you can! The Washington ESD system is available 24/7 online so no need to wait.

Don't forget you'll need to register with WorkSource too if you want to receive benefits. It's part of the job search requirements in Washington.

Ahooker-Equator
•What's WorkSource? Is that separate from the Washington ESD application?

Aiden O'Connor
•It's the state job search website. You register there and it connects to your unemployment claim automatically.

IHSS workers sometimes have their claims flagged for verification because the work arrangement can look unusual to the automated system. If that happens, just provide any documentation you have about your employment.

•What kind of documentation should I keep handy just in case?

•Pay stubs, any contracts or agreements, tax forms if you have them, and contact information for your former client's case worker if applicable.

The weekly benefit amount for IHSS workers is calculated the same as any other job - based on your highest earning quarter in the base period. With 8 months of work, you should get a decent weekly amount.

•Is there a way to estimate what I might get before I file?

Jamal Brown
•Washington ESD has a benefit calculator on their website that can give you an estimate based on your earnings.

Good luck with your claim! IHSS workers definitely deserve unemployment benefits just like everyone else. The process might seem complicated but it's really not too bad once you get started.

One more tip - if you end up getting another IHSS position while on unemployment, you can work part-time and still collect partial benefits as long as you report your earnings properly on your weekly claims.

•That's really good to know! I was worried I'd have to choose between a new IHSS job and benefits.

•Nope, Washington ESD encourages people to work while collecting benefits. Just be honest about your earnings.

The most important thing is to be completely honest on your application and weekly claims. Washington ESD takes fraud seriously, but as long as you're truthful about everything, you shouldn't have any problems as an IHSS worker.

Just wanted to follow up one more time about Claimyr - if you do run into any issues where you need to actually talk to someone at Washington ESD about your IHSS work situation, that service really does make a huge difference. The phone system is impossible otherwise.

•It does! I was skeptical at first but after spending hours on hold getting nowhere, it was worth every penny to actually speak with a Washington ESD agent.
