How to apply for temporary unemployment benefits through Washington ESD?
I'm working part-time right now but my hours got cut way back and I'm struggling to pay rent. Someone told me I might qualify for temporary unemployment benefits even though I'm still technically employed. Is this a thing in Washington? How would I even apply for temporary unemployment through Washington ESD if I'm still working some hours? I'm really confused about the whole process and don't want to mess anything up.

Yes, you can absolutely apply for partial unemployment benefits in Washington! It's called working part-time while claiming benefits. You just need to report your hours and earnings each week when you file your weekly claim.

•Oh really? I had no idea this was possible. Do I apply the same way as regular unemployment?

•Exactly the same application process through the Washington ESD website. Just be honest about your current employment status.

You'll need to meet the same eligibility requirements as regular UI claims. Make sure you've earned enough in your base period and that your hour reduction wasn't your fault. The key is being available for full-time work even though you're working part-time.

•What counts as enough earnings in the base period? I've been working for about 8 months now.

•Washington ESD looks at your highest quarter earnings - you need at least $1,178 in one quarter and total base period wages of at least 1.5 times your highest quarter amount.

Just went through this same situation last month! The hardest part honestly was getting through to Washington ESD on the phone to ask questions. I ended up using Claimyr to actually reach an agent - they have this service where they call and wait on hold for you. Check out claimyr.com, they even have a video demo at https://youtu.be/7DieNd3C7zQ that shows how it works.

•That sounds too good to be true... does it actually work?

•I was skeptical too but it totally worked. Got connected to an agent in like 2 hours instead of calling all day myself.

•I've heard good things about Claimyr from other people on here. Might be worth trying if you need to talk to someone at Washington ESD.

Important note - when you file your weekly claim, you MUST report ALL hours worked and gross wages earned, even if it's just a few hours. Washington ESD will calculate your partial benefit amount automatically. Don't try to hide any work or you could face an overpayment.

•Good to know. So if I work 15 hours one week, I still file a weekly claim and report those 15 hours?

Freya Christensen
•Exactly. Report every hour, even if it's just 2 hours. Better to be completely honest than risk getting flagged for fraud.

ugh the Washington ESD website is so confusing though... I tried to start an application last week and got completely lost. There's like 50 different forms and I don't know which one to use for partial unemployment.

•It's the same application as regular unemployment. Just go to esd.wa.gov and click 'Apply for Benefits.' Don't overthink it.

•ok thanks, I'll try again this weekend when I have more time to focus

Make sure you're actively looking for full-time work too. Even with partial benefits, you still need to do job searches and be available for full-time employment. Keep track of your job search activities because Washington ESD can audit them.

•How many job searches do I need to do per week?
0 coins
Chloe Davis
•It's 3 job search activities per week in Washington. Can be applications, networking, interviews, etc. Just keep good records.

•And register with WorkSourceWA! That's required for all unemployment claims in Washington state.

One thing that tripped me up - your weekly benefit amount gets reduced based on how much you earn. I think it's dollar-for-dollar reduction after you earn more than 25% of your weekly benefit amount. So don't expect to get your full benefit if you're working decent hours.

•That makes sense I guess. Still better than nothing when hours are cut.

•Absolutely! Even a partial payment helps cover bills when you're underemployed.

I had to call Washington ESD to clarify some stuff about my partial claim and it was impossible to get through. Kept getting the busy signal or getting disconnected after waiting for hours. Finally tried that Claimyr service someone mentioned and actually got to talk to an agent the same day.

•How much does something like that cost?

•Worth it for the peace of mind honestly. Way better than wasting entire days trying to call yourself.

wait so I can work AND collect unemployment at the same time?? why doesn't everyone know about this

NeonNebula
•Yes but only if your hours/wages are reduced through no fault of your own. You can't just quit a full-time job and work part-time to collect benefits.

•oh ok that makes more sense

The application process is pretty straightforward once you get started. Just have your Social Security number, employment history for the last 18 months, and bank info for direct deposit ready. Takes maybe 30-45 minutes to complete.

•Do I need pay stubs or anything like that?

Isabella Costa
•Not for the initial application, but keep them handy in case Washington ESD needs to verify your wages later.

Just remember that partial unemployment benefits are still taxable income. You can choose to have taxes withheld or pay at the end of the year, but don't forget about it come tax time.

Emma Wilson
•Ugh taxes... I'll probably just have them withhold it to be safe.

•Smart choice. Better to get a small refund than owe money you don't have.

Also be prepared for the waiting week. Even with partial benefits, you might not get paid for your first week of filing. It's just how the Washington ESD system works.

Emma Wilson
•So I file this week but don't get paid until next week?
0 coins
AstroAlpha
•Usually you get paid for the second week you file, assuming there are no issues with your claim.

Don't get discouraged if your claim goes into adjudication. With partial benefits, Washington ESD sometimes needs to verify your work situation with your employer. It can add a few weeks to the process but it's normal.

Emma Wilson
•What happens during adjudication? Do I need to do anything?
0 coins
Freya Christensen
•Just wait and respond promptly if they send you any requests for information. Don't keep calling about it - that actually slows things down.

Isabella Costa
•Though if you do need to check on adjudication status, that's another good use case for Claimyr. Sometimes you need an agent to explain what's happening.

The online system for filing weekly claims is actually pretty user-friendly once you get used to it. Just make sure you file every week even if you worked full-time that week - you might not get a payment but you need to maintain your claim.

Emma Wilson
•What day of the week should I file?

Ravi Malhotra
•You can file Sunday through Saturday for the previous week. I usually do mine on Sunday mornings.

One last tip - if your employer offers you more hours or a different position, you generally have to accept it or risk losing your benefits. Washington ESD considers refusing suitable work as a disqualifying act.

Emma Wilson
•Good to know. I hope my boss offers me more hours soon anyway.

•Fingers crossed! In the meantime, partial benefits should help bridge the gap.

Start your application sooner rather than later. Benefits are only paid from the date you file, not from when your hours were first reduced. So if you wait a month to apply, you lose a month of potential benefits.

Just applied for partial benefits myself after reading this. The application was way easier than I expected. Now just waiting to see if I get approved!

•Nice! How long did it take you to complete?

•About 40 minutes including gathering all my employment info. The hardest part was remembering exact dates from previous jobs.

Hope this helps OP! Partial unemployment benefits are definitely underutilized. So many people don't realize they exist when their hours get cut. The whole system could use better communication from Washington ESD about available programs.

•Totally agree. I only found out by accident when complaining to a coworker about my situation.

•Word of mouth seems to be how most people learn about it unfortunately. Should be better publicized.

Anyone else think the whole partial unemployment process should be simplified? Like why make people jump through the same hoops as regular unemployment when they're already working?

Freya Christensen
•I get the frustration but they need to verify eligibility either way. Can't just hand out benefits without some verification process.

•fair point, just seems like there could be a streamlined version for people who are clearly underemployed

I'm in a really similar boat - my restaurant cut everyone's hours to like 20 hours a week and I had no idea partial unemployment was even possible! This whole thread is a lifesaver. One question though - if my employer eventually brings my hours back up to full-time, do I just stop filing weekly claims? Or do I need to formally close my unemployment claim somehow?
