ESD overpayment waiver approved but no refund yet - anyone actually received money back?

I just got my overpayment waiver APPROVED after paying off an entire $21,500 debt to ESD! Now I'm wondering if I'll actually see any of that money come back to me. My timeline: - Submitted waiver request: February 15, 2025 - Received approval notice: March 3, 2025 (way faster than the 'months' they warned me about) - All fees officially waived according to my account The frustrating part is I literally finished making payments in December 2024 after scraping together every penny I could for TWO YEARS. Now they tell me I didn't actually owe it?! I'm grateful for the waiver but seriously annoyed about the timing. Has anyone here actually received REFUND MONEY after getting an overpayment waiver approved? If so, how long did it take for the money to hit your account? I'm trying to figure out if I should be checking my bank account daily or if this is going to be another months-long wait. Any experiences appreciated!

yeh i got mine back but took 46 days from aproval to the direct deposit. they dont tell u anything btw just $$ shows up one day

I worked at ESD for 8 years (just left last year), and I can tell you the refund process after waiver approval typically takes 30-45 days. The system is separate from the claims processing system, and refunds get processed in batches at specific intervals. A few things to know: 1. Make sure your direct deposit info is current in the system 2. If you've closed the bank account you originally used, call and update this ASAP 3. They will refund the entire amount you paid toward the overpayment 4. The system doesn't automatically notify you - you'll just see the deposit If it's been more than 60 days since approval, that's when I'd recommend calling to follow up. The refund process is handled by a different department than regular claims.

Unfortunately there's no way to check refund status online - that feature never made it into the eServices system despite being requested for years. Your only option if it goes beyond the typical timeframe is calling, and even then the regular agents have limited visibility into the refund processing system. When you call, specifically ask to speak with someone in the "overpayment recovery unit" as they're the ones who can actually check on refund status.

After my waiver was approved in January 2025, I never got ANY money back despite paying over $8,000 in overpayments! I called ESD weekly and kept getting the runaround - "it's processing" or "check back in two weeks" or "we don't handle that department." After 4 months of this, I finally spoke to a supervisor who told me my refund had been DENIED because I supposedly received a letter (which I never got) requiring additional documentation!!! Now I have to appeal AGAIN and probably wait another 6 months. The whole system is designed to make you give up!!!

They said I needed to provide proof that I didn't commit fraud (how do you prove a negative???) and bank statements from 2023-2024 showing "financial hardship." But the original waiver approval letter NEVER mentioned needing to submit anything else! It's like they added requirements after the fact just to avoid paying. Definitely check your mail, and maybe even call to confirm nothing else is needed for your case.

Has anyone tried using Claimyr to reach ESD faster about refund status? I've been trying to get through for days about my own overpayment situation and just keep hitting busy signals or getting disconnected. I received my refund exactly 37 days after waiver approval. The important thing to understand is that the refund process has multiple stages: 1. Initial approval (what you've received) 2. Financial review (they verify exactly how much you paid) 3. Payment authorization (moving through their fiscal department) 4. Disbursement (actual payment released) Each step takes about 7-10 business days, and there's no visibility into which stage your refund is in. The total amount should match what you paid, but keep in mind they don't pay interest on the money they incorrectly took from you. Also, if any of your payments were made through tax intercepts or wage garnishments, those take longer to process than voluntary payments. Stay patient but document everything. Im in the same situation exept my waiver was approved in Janurary and its now April and still NO MONEY. Every time I call they say "its processing" but wont give me any timeline!!! So frustrating becuase I had to take out a loan to pay back the 12k "overpayment" that wasnt even my fault to begin with! Now im paying interest on a loan for money I should be getting back!! The ESD system is completely broken.

If you've been waiting since January, you should ask to speak specifically with the overpayment recovery unit supervisor. The regular agents can't see what's happening with refunds, but supervisors can access the financial system. There might be a specific issue with your refund that needs to be addressed. Also, make sure you're calling earlier in the day (before 10am) when wait times are shorter and more specialized staff are available.

Since you mentioned paying back $21,500, your refund will likely fall into this category and require additional review.

Anyone else notice that ESD seems to approve waivers AFTER people have already paid everything back? I've talked to 4 different people who all had the same experience - paid thousands, then suddenly got approved for a waiver they requested months/years earlier. Seems suspiciously convenient for ESD's budget...
