ESD adjudication on approved claim after layoff-rehire-layoff pattern - already approved separation being re-examined?

I'm dealing with a strange ESD situation that's making me anxious. I was laid off in October 2023, found a new job within 4 weeks, and only collected UI for 2 weeks (payments didn't arrive until December). Now I've been laid off again in September 2025, and instead of creating a new claim, ESD continued my old claim until it expired, then increased my weekly benefit amount (presumably based on my higher salary at the second job). Here's where it gets weird - they put me in adjudication AFTER already approving and paying me for a few weeks. When I called about my Oct 12th claim, they processed it and rejected it THE SAME DAY citing "more research needed" even though my separation reason was already approved! Last week my claim just said "processing-web". I'm completely confused why they're re-examining something they already approved. My former employer provided documentation stating they wouldn't contest my unemployment claim, which I've shared with ESD. Has anyone experienced this bizarre back-and-forth with an approved claim suddenly going into adjudication? What should I do next?

This happens more than you'd think. When you have multiple employers within your base year, ESD sometimes needs to re-verify your employment history even if they previously approved your separation. Did you receive any questionnaires about your work history? Check your eServices account for any action items or letters requiring your response. Thanks for the info! I did check my eServices and don't see any pending questionnaires or action items, which is part of what's confusing me. The automated line just says I'm in adjudication but doesn't say why or what they need from me. I'll try calling again tomorrow morning.

same thing happnd to me last month. they approved me then suddenly put me back in adjudcation for 3 weeks!!!! its because they found another employer in yr base period they didnt check with first time. so annoying!!!

What you're experiencing is related to the Base Year recalculation that happens when you have a combined claim scenario. Your first claim had a Base Year that included earnings from before your first layoff. Your new claim has a different Base Year that includes the higher-paying job, which is why your benefit amount increased. The adjudication is happening because when ESD recalculates with the new employer's data, they have to verify your reason for separation from EACH employer in the Base Year, even if they previously approved a separation. ESD'S SYSTEMS ARE BROKEN!!!! I had a similar situation and ended up waiting 11 WEEKS with NO INCOME while they "researched" something they'd already approved. They just make up these adjudications to delay payments and save money. Notice how they never put you in adjudication to INCREASE your benefits, only to stop them!!! The whole system is rigged against workers and designed to make claiming as difficult as possible. CALL YOUR STATE REPRESENTATIVE because that's the only way I finally got my money!!

That's a bit extreme... I've had issues with ESD before but they did eventually resolve them. The system is just understaffed and bureaucratic, not malicious. But contacting your rep is good advice if things drag on too long.

I work in HR and see this from the employer side sometimes. When ESD recalculates a claim with new wage data, they send employers verification requests again. Sometimes one employer responds slower than others, which puts your claim in limbo. It's not personal - just bureaucracy. Update: I called ESD this morning about this issue (was on hold for 2.5 hours). The agent confirmed exactly what's happening - when your claim switches from an old one to a recalculated one with new wage data, it automatically triggers a review of ALL separations within the base year, even previously approved ones. The agent said this is to prevent fraud where someone might have been fired for misconduct from one job but laid off from another. The good news is that since you already have documentation from your employer stating they won't contest the claim, you should be fine. The agent should be able to expedite the adjudication if you call and explain that you already provided this documentation.
