For anyone still having trouble reaching Washington ESD about tax document issues, I had success using that Claimyr service someone mentioned earlier. They got me through to an agent who was able to explain the discrepancy on my 1099-G and send me a corrected form.
Just wanted to update everyone - I finally got my taxes done and everything worked out fine. The 1099-G from Washington ESD was correct, I just had to make sure I reported it on the right line of my tax return. Thanks for all the help in this thread!
One more important point - you typically need to give your employer a chance to fix the problems before quitting. This means formally complaining about the harassment or hostile treatment and allowing them reasonable time to address it. Washington ESD will ask about this during adjudication.
Whatever you decide, file your claim immediately after your last day of work. Don't wait! The sooner you file, the sooner the process starts, even if it goes to adjudication.

Final suggestion - if your payment is still delayed after checking all these things, document everything (screenshots of your claim status, weekly claim confirmations, etc.) in case you need to escalate the issue or file an appeal later.

One last tip - make sure you have all your employment information ready when you file. Washington ESD will ask for details about all your employers from the past 18 months, including dates of employment and reasons for leaving. Having that info organized ahead of time makes the application process much smoother.
