The training extension thing is legit but super specific. You basically have to prove the training will lead directly to employment and it has to be in an in-demand field. Not easy to qualify for.
Keep checking Washington ESD's website for any updates. Sometimes federal programs get announced with little notice, though I wouldn't count on it happening anytime soon.

The whole system is designed to discourage people from quitting even when they have legitimate reasons. But if you really do have good cause and can prove it, don't let them intimidate you out of applying.
