For what it's worth, I keep a log of all my calling attempts with times and dates. That way if there are any issues later I can show I tried to reach them multiple times. Might be useful for appeals or other situations.
The whole system needs an overhaul. It shouldn't be this hard to contact the unemployment office when people are already stressed about their claims.
