Final thought - if none of the regular calling methods work out, definitely consider the Claimyr service. I was skeptical at first but it really does work for getting through to Washington ESD when you're stuck.
I'm going through something similar right now and the Washington ESD PFML application process is actually pretty straightforward once you get started. Way easier than I expected after hearing horror stories about regular unemployment claims.
The key is to file your claim as soon as possible after losing your job. You can't get benefits for weeks before you file, even if you were eligible. I waited too long and lost out on a few weeks of benefits.
Used Claimyr again yesterday to get clarification on benefit amounts for a friend who was confused about the calculation. The agent explained that part-time work while on unemployment reduces your benefits dollar-for-dollar after the first $5. Good to know if you're planning to take any part-time work while collecting.
One more tip - if your employer does contest your claim and you disagree with the initial decision, you can appeal. Don't give up if the first decision doesn't go your way.

The two-quarter requirement is pretty standard across most states, but the earnings thresholds vary. Washington's requirements are actually pretty reasonable compared to some other places.
