Who can collect Social Security $255 death benefit when there's no spouse or dependent children?

I'm dealing with my father's estate after he passed away in April and I'm confused about the Social Security lump-sum death benefit. I thought every Social Security recipient's estate was eligible for the $255 death payment, but when I called SSA (after waiting forever), they said only a surviving spouse or dependent child can receive it. My dad was widowed 5 years ago and all us kids are adults now. I could have sworn this benefit went to the estate if there was no eligible family member. Did the rules change recently? Unfortunately, they're correct. The $255 death benefit can ONLY be paid to a surviving spouse who was living with the deceased or to a spouse/child eligible for survivor benefits on the deceased's record. If there's no eligible spouse or child, the payment isn't made at all - not to the estate or anyone else. This has been the rule for decades, not a recent change. Sorry for your loss.
