PA UC claim stuck 'under review' after reporting part-time income - can't file weekly claim now
So frustrated with PA unemployment right now! I started a part-time job three weeks ago (only 15 hours a week, not nearly enough to live on). I properly reported my income from this job on my weekly claim last week. Now when I try to file my weekly claim THIS week, the system won't let me in at all! Just says 'unable to file at this time' with no explanation. On top of that, my claim still shows 'under review' status and has been that way for almost a month. I've called the regular unemployment number at least 20 times - either busy signal or disconnected after waiting. Does anyone know any alternative numbers to reach an actual person at PA UC? Or is there a specific reason the system would block me from filing after reporting part-time work? This is so stressful - my rent is due next week and I only have $237 in my account.

When you reported your part-time income, did the system ask if you expect to continue working part-time? If you answered yes, they might have put your claim on standby status because they need to recalculate your partial benefit amount. This happened to me in January. Your claim being 'under review' is probably a separate issue - they might be verifying your employment history or checking something with a previous employer.

•Yes, it did ask if I expected to continue working, and I said yes because this position should last at least through the summer. I had no idea that would lock me out of filing weekly claims though! Why wouldn't they explain that?? How long did it take for your claim to get fixed? I'm seriously panicking about bills.

This is a common issue with PA UC when you start part-time work. What's happening is two-fold: 1. Your claim is "under review" because they need to recalculate your partial benefit amount based on your part-time earnings 2. The system won't let you file because they need to make a determination first about your new employment situation You need to speak with an examiner to resolve this. Unfortunately, the regular UC number is extremely difficult to get through on. I recommend trying their alternative number at 1-888-313-7284 and select the option for "payment issues" rather than "file a claim" - sometimes that queue is shorter.

•Thank you! I'll try that alternative number and the payment issues option tomorrow morning. Do you know if they'll backdate my weekly claims once this is resolved? I'm worried about missing out on benefits for these weeks.

•Yes, they should allow you to file for the missed weeks once they resolve your claim status. Make sure to mention specifically that you've been unable to file due to the system restrictions. They can backdate your claims, but you'll need to be persistent about requesting this.

i had this EXACT problem. its bcuz ur now on what they call "partial benefits" which is diff from regular UC. they have to recalculate wht u get based on ur part time hours. took them 3 weeks to fix mine and i couldnt file during that time!!!

When my claim was under review and I couldn't get through on the phone lines, I tried using Claimyr (claimyr.com) to get connected to an actual PA UC rep. It worked really well - took about 20 min instead of days of calling. They have a demo video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2. The UC rep was able to fix my claim status right away and explained exactly what was happening with my part-time work situation. Saved me weeks of stress.

•does that actually work?? ive never heard of it before

•It worked for me! Basically connects you to a UC rep without having to spend days trying to get through. The service calls for you and then connects you once they reach someone. Much better than hitting redial for hours.

THE SYSTEM IS DESIGNED TO MAKE YOU GIVE UP!!!!! They WANT you to get frustrated and stop claiming! When I started my part-time job last year they did the SAME EXACT THING to me and I lost out on THREE WEEKS of benefits because I couldn't get through to fix it!!! The whole system is BROKEN BY DESIGN!!!!!

•While the system definitely has problems, they do eventually resolve these issues and typically provide backpay for missed weeks. It's more about understaffing than intentional obstruction. I had a similar issue resolved with all backpay included.

•That's what they WANT you to think! I never got my backpay for those weeks no matter how many times I called and explained! The examiner told me it was "too late" to file for those weeks even though it was THEIR SYSTEM that prevented me from filing! Complete scam!

Just wondering - did you also do your work search activities for those weeks even though you couldn't file? You need to make sure you're still doing at least 2 qualified work search activities each week (applying for jobs, attending workshops, etc.) even during weeks when you can't file. If they eventually let you backdate claims, they'll ask for your work search details for those weeks.

•Oh no, I didn't realize I needed to keep doing work search activities during weeks I couldn't file! I've been so stressed about not being able to file that I didn't even think about that. I did apply for one job last week but that's only 1 activity not 2. Will this be a problem?

•Try to do at least 2 activities this week and document them. Sometimes they'll accept if you explain the situation, but it's definitely better to have those activities done. Even quick things like registering with PA CareerLink or updating your resume on a job site counts as an activity.

Update: I FINALLY got through to someone this morning! For anyone with a similar problem - I called the alternative number (888-313-7284) at exactly 7:59am and selected option 1 then 3 for payment issues like someone suggested here. The agent explained that my claim was put on hold for recalculation because of my part-time work. She lifted the hold and I should be able to file again starting Sunday. She also said I'll be able to file for the missed week once the system updates (24-48 hours). My weekly benefit amount will be reduced based on my part-time earnings, but at least I'll get something. Thanks everyone for your help!

•Great news! Make sure you keep track of the dates for any weeks you need to backdate claims for. And remember to keep doing your work search activities every week, even during weeks where filing is interrupted. Glad you got it resolved!
