PA UC appeal to board of review - still waiting after 75 days with no decision
Has anyone else been stuck in appeal limbo with PA unemployment? I filed my appeal to the board of review almost 75 days ago after the referee ruled against me in October. The website claims they "attempt" to review appeals within 45-75 days, but Jan 6th will hit the 75-day mark and still nothing. I've gone 5 MONTHS with zero income because of this mess! My bills are piling up and I'm about to lose my apartment. I've tried calling multiple times but can't get through to anyone who knows anything about the board of review timeline. If you successfully got through this process, how long did your appeal actually take? And did you do anything to speed it up? I'm desperate here!

I went through this nightmare last year. My appeal to the board took 92 days total before I got a decision (in my favor thankfully). The 45-75 day thing is just their goal, not a guarantee. What I did was contact my state representative's office - they have staff specifically to help with UC issues. They made an inquiry on my behalf and suddenly my case started moving. Definitely worth trying.

•Thank you so much for this advice! I didn't think about contacting my state rep. Did you just call their office or is there a specific form I need to fill out? And did you actually get backpay for all the months you were waiting???

•While I understand your frustration, the Board of Review isn't just arbitrarily denying claims. They're reviewing the evidence and testimony from the referee hearing against PA UC law. Did you submit additional evidence with your appeal? That's often the key to overturning a referee decision.

I'm an unemployment advocate who works with claimants on appeals. Here's what you need to know: 1. The Board of Review is severely backlogged right now. 75-90 days is actually pretty standard for 2025. 2. Unlike referee hearings, Board appeals don't have a way to expedite for financial hardship. 3. You CAN try these three options: - Contact your state representative as suggested above - Submit a formal status inquiry through your PA UC dashboard - Ask if your case qualifies for the new accelerated decision program (only for certain types of appeals) 4. If you win, you WILL receive all back benefits from the date you were eligible. The system is frustrating but hang in there. Your appeal rights don't expire while you're waiting.

•Thank you for this detailed info! How do I submit the formal status inquiry? I looked all over my dashboard and can't find that option anywhere. Is it under a specific section?

I had exactly the same problem last fall and was going crazy trying to get through to anyone at UC who could tell me what was happening with my appeal. After getting disconnected like 50 times, I found a service called Claimyr that got me through to a PA UC agent in about 20 minutes. It costs money but was worth it to finally talk to someone who could actually see my case details. They couldn't speed up my appeal but at least confirmed it was in the queue and gave me a better estimate of when it would be decided. Check out their demo at https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 or go to claimyr.com - much better than wasting hours redialing.

•Thanks for the suggestion. At this point I'm desperate enough to try anything. Did the agent you reached actually have specific info about your board appeal or just general status updates?

Went thru this last winter. waited 82 days for my appeal decision. I called my state rep like someone else said and it seemed to help move things along. got a decision letter 10 days after they intervened. you might also try calling right when they open at 8am, i got thru a couple times that way.

•I'll definitely try the 8am trick and calling my state rep tomorrow. Did your appeal get approved after all that waiting? I'm so stressed about this!

The Board of Review process is frustrating but there's a reason for the delays. Each case requires all hearing records to be transferred, carefully reviewed by legal staff, and then presented to the Board members. The 45-75 day timeframe is their goal, not a guarantee. What often helps is ensuring they have all relevant documents. You can actually submit additional evidence to the Board (unlike with referee hearings, where you must present everything during the hearing). If your financial situation is dire, you might also qualify for emergency assistance through your county assistance office while waiting for the decision. This won't affect your unemployment claim.

•I didn't know I could still submit additional evidence! The referee ruled against me because my former employer claimed I was consistently late, but I have text messages from my supervisor actually approving my adjusted schedule that I didn't think to show during the hearing. Is it too late to submit those now?

•It's not too late! You can submit additional evidence to the Board as long as your appeal is still pending. Send those text messages ASAP with a brief explanation of why they're relevant to your case. This is exactly the kind of evidence that can help overturn a referee decision. Submit them through your dashboard or by fax/mail to the Board of Review office (make sure your appeal number is clearly marked on everything).

Quick update on my earlier comment - when you contact your state rep, most have a specific form for constituent services on their website. Fill that out AND call their office. They typically assign a staff member to work directly with PA UC on these issues. And yes, I did receive full backpay for the entire period once my appeal was approved. They deposited it all at once to my Money Network card about 4 business days after the decision. It was actually quite a substantial amount after waiting 3+ months.

•That's incredibly helpful, thank you! I just found my rep's website and they do have a constituent services form. Filling it out right now. Fingers crossed this helps move things along!

When I was waiting on my board appeal I had to apply for food stamps just to survive. Might be worth looking into while you wait. The county assistance office was actually pretty helpful in my case.

Based on your comments about having text messages from your supervisor approving your adjusted schedule, you absolutely should submit those to the Board ASAP. This is exactly the kind of evidence that can overturn a referee decision. Here's how to properly submit additional evidence: 1. Log into your PA UC dashboard 2. Go to the "Appeals" section 3. Select your pending Board appeal 4. Look for "Submit Additional Documentation" option 5. Upload screenshots of the text messages 6. Include a brief explanation of why these texts are relevant 7. Reference the specific finding in the referee decision that these texts contradict If you can't find this option online, you can also fax or mail copies to the Board of Review with your appeal number clearly marked on each page. This could make all the difference in your case!

•Thank you so much for these detailed instructions! I found the upload option and just submitted the texts along with an explanation. I really hope this helps my case. This whole process has been a nightmare but I'm feeling more hopeful now thanks to everyone's advice here.
