PA UC PUA overpayment letter missing - need advice on next steps

So I just searched through all my paperwork and I can't find this important letter from PA unemployment about a PUA overpayment. I remember getting it about 3 weeks ago saying I owe money back (around $4,300 I think) but I have NO IDEA where I put it! I'm freaking out because I don't know what my deadline is to respond or appeal. Has anyone dealt with this situation? Do these letters show up in your online account somewhere? I logged in but don't see anything about overpayments in my dashboard. Should I call them? Any advice would be super appreciated because I definitely can't afford to pay back that much right now.

You need to contact the PA UC office ASAP. Overpayment notices have strict time limits for appeals (usually 15 days from the date on the letter). If you miss that window, you lose your right to appeal! The overpayment notice should appear in your dashboard under the 'Correspondence' tab, but sometimes the system doesn't upload everything correctly. Try logging in and checking that section specifically. If nothing shows up there, you definitely need to call them to request a duplicate notice before your appeal rights expire.

Thanks for the quick response! I just checked the Correspondence section and don't see anything about an overpayment. Now I'm really worried. Do you know if the 15 days is from when they sent it or when I received it? I'll try calling tomorrow morning.

Good idea! Just checked spam but nothing there either. Did you end up having to pay back the full amount?

I've been through this exact situation. The 15-day appeal window starts from the MAILING DATE on the letter, not when you received it. This is really important to understand. You have a few options: 1. Call the PUA hotline directly (though good luck getting through) 2. Message them through your dashboard 3. Visit your local PA CareerLink office in person (this is what worked for me) When you do talk to someone, request a copy of the overpayment notice immediately and ask them to note in your file that you're planning to appeal but lost the original notice. Also, gather ANY documentation related to your PUA claim - income verification, emails, previous correspondence - everything might be helpful for your appeal. Don't panic yet - they sometimes work with you on payment plans if you end up having to repay.

Thank you so much for the detailed advice! CareerLink is a great idea - there's one about 20 minutes from me. I'll try calling first thing tomorrow, but if I can't get through I'll just go in person. Did you end up appealing your overpayment?

I had the EXACT same issue in 2023!!! It's so frustrating! I called for TWO WEEKS straight and couldn't get a human being on the phone. Busy signals, disconnections, endless hold times - it was a nightmare. Finally I found this service called Claimyr that got me through to a real person at the unemployment office in like 30 minutes. Worth checking out if you're desperate: claimyr.com - they have a demo video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 Once I actually talked to someone, they were able to resend my overpayment notice and gave me a new appeal deadline since I explained I lost the original letter. Good luck!!

Oh wow, I've never heard of that service before. Did they help you with your actual appeal or just getting through to someone? I'm definitely going to check this out if I can't reach anyone tomorrow.

BE CAREFUL!!! The PA UC system is DESIGNED to trick people into missing appeal deadlines!!! I got hit with a $5900 overpayment last year and they claimed they sent me THREE notices before the collection notice that I actually received. There was NOTHING in my dashboard either. They're trying to scam honest people who needed help during tough times!!!

I think it has something to do with income verification. I had a side business during the pandemic alongside my regular job, and I reported everything, but maybe they're questioning some of my income sources? Without the letter I'm not 100% sure what their exact reason is.

Just to follow up on my earlier comment - if you do end up owing the money and can't afford to pay it all at once, you can request a payment plan. For PUA overpayments, you might even qualify for a waiver if the overpayment wasn't your fault (no fraud involved). But you need to get a copy of that letter first to understand why they're claiming overpayment before you can address it properly. Also, check if this is a "fault" or "non-fault" overpayment - it makes a huge difference in your options.

Thank you! I honestly reported everything correctly as far as I know, so hopefully it would be considered "non-fault" if I really do owe something. I'll definitely ask about that when I get through to someone.

Update on my Claimyr experience - they just connect you to a real UC agent, but that's the hardest part honestly. Once I got an actual person on the phone, I had to handle the appeal myself, but at least I could explain my situation. The UC rep was actually pretty helpful once I could talk to them. They explained exactly what documentation I needed to submit for my appeal.

That's right - Claimyr just gets you past the phone system bottleneck, but you still need to know what to say and what documentation to have ready. For PUA overpayments specifically, make sure you have all your income verification documents organized before you call.

UPDATE: I finally got through to someone at the UC office this morning! After being on hold for almost 2 hours (ugh). They confirmed I do have an overpayment notice for $4,750 from March 8. The agent said they'll mail me a new copy and noted in my file that I'm planning to appeal. They're giving me until April 5th to submit my appeal (yay for the extension!). Apparently they're claiming I didn't provide adequate proof of self-employment income for some weeks, even though I swear I uploaded all my 1099s and bank statements. At least now I know what I'm dealing with. Thanks everyone for your help!

That's great news that you got through and have a clear deadline now! The self-employment income verification issue is super common with PUA claims. When you get that new letter, pay close attention to which specific weeks they're questioning. Sometimes they want very specific documentation formats - like profit/loss statements or detailed invoices rather than just bank deposits. You might want to reach out to a tax preparer or accountant who's familiar with self-employment documentation to help strengthen your appeal. Good luck with April 5th!

So glad you got through and have a path forward! @fc89033d6fb5 Just a heads up - when you're preparing your appeal documentation, organize everything chronologically by week and make sure each document clearly shows the date and income amount. I went through something similar and the appeals officer really appreciated having everything laid out clearly. Also, if you have any emails or correspondence from when you originally submitted those documents, include those too as proof you did submit them on time. The April 5th deadline gives you plenty of time to put together a solid appeal package!
