Where to send PA UC overpayment waiver request? Need mailing address ASAP

I just got hit with a $4,200 overpayment notice for my unemployment from 2024. Can't afford to pay this back! The letter says I can request a waiver but doesn't clearly say where to actually mail the form. I downloaded the overpayment waiver form from the PA UC website but now I'm confused about the mailing address. Does anyone know exactly where I'm supposed to send this thing? The clock is ticking and I only have like 10 more days to get this waiver submitted before they start taking money I don't have!

The correct address to mail your overpayment waiver is: PA Department of Labor & Industry Office of UC Benefits Overpayment Unit 651 Boas Street, Room 603 Harrisburg, PA 17121 Make sure you include any supporting documentation showing financial hardship. Also keep a copy of everything you send and send it certified mail so you have proof of when it was delivered. The waiver review process can take 4-6 weeks, but sending it to this address ensures it gets to the right department.

THANK YOU!! This is exactly what I needed. Do you know if they'll stop collection efforts while they're reviewing the waiver? I'm worried they'll start grabbing money from my tax refund or something before they even look at my paperwork.

Ugh I've been trying to call for 2 days and can't get through! Just busy signals or being on hold forever then disconnected. So frustrating!

I've helped several clients with this exact situation. The Harrisburg address already mentioned is correct, but there are a few critical things you should know: 1. Include a cover letter clearly stating this is an overpayment waiver request 2. Number each page of documentation you're including 3. Keep the original overpayment notice number visible on all correspondence 4. Request a receipt confirmation in writing Also, while your waiver is pending review, they technically shouldn't proceed with collection actions, but sometimes wires get crossed. If you notice any collection attempts during the review period, contact them immediately citing your waiver submission date.

This is super helpful advice! I didn't think about numbering the pages or requesting confirmation. Will definitely do that. I'm gathering bank statements now to prove hardship.

If ur having trouble getting thru on phone try Claimyr. It got me connected to a live person at PA UC in about 10 mins when I was dealing with my overpayment issue last month. Saved me hours of calling. They have a video demo at https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 that shows how it works. Definitely worth it when ur dealing with time-sensitive stuff like this.

Never heard of this before but I'm desperate at this point. I'll check out the video - thanks for the suggestion! Did you end up getting your overpayment waived?

I got mine partially waived. The phone rep helped me understand exactly what docs to include with my waiver. Made a huge difference talking to someone who could explain the process properly!

DONT BELIEVE ANYONE WHO SAYS THE PROCESS WORKS SMOOTHLY!! I sent my waiver to that address TWICE and they claimed they never received it!!! Had to drive to the office in person with copies to prove I sent it. The whole system is DESIGNED to make you fail deadlines so they can collect. DOCUMENT EVERYTHING and don't trust them to do their job!!

This is exactly what I'm afraid of... I guess I'll definitely send it certified mail with tracking. Did you eventually get your overpayment waived after all that trouble?

Eventually yes but it took FOUR MONTHS and I had to get my state rep involved. Start that process early if they drag their feet!

When I got my overpayment notice back in January, I was completely confused too! I ended up faxing my waiver request to (717) 772-1621 in addition to mailing it. The fax gave me immediate confirmation it was received, which helped my anxiety a lot. The address others provided is correct, but having that fax confirmation was my safety net.

That's brilliant! I didn't even think about faxing it. I'll do both - mail and fax. Thanks for the tip and the fax number!

did u check ur dashboard on the UC website? sometimes they want u to upload stuff there instead of mailing it

I checked but there's nothing about uploading the waiver there. Just shows the overpayment balance. The actual notice letter said to mail it in.

That's really discouraging to hear :( Did he include proof of financial hardship? I'm hoping since I literally can't pay this back they'll have to approve it.

The key to successful waivers is demonstrating both that the overpayment wasn't your fault AND that repayment would cause financial hardship. Many people only focus on one aspect or the other. Make sure your documentation addresses both criteria clearly and specifically.

Just to follow up on this thread - it's also worth noting that as of 2025, PA UC has updated some of their processes. You can also email a copy of your waiver request to UCOverpayments@pa.gov as a backup to your mailed submission. In the subject line, include your name and the last 4 digits of your Social Security Number. This gives you yet another record of submission.

This is incredibly helpful! I'll definitely email a copy too. Feeling a bit better about this whole process now. Thank you all for the advice!
