PA UC Appeal won but waiting 12 weeks - how long until I get my back payments?

I finally won my appeal with PA unemployment after fighting for almost 2 months! The referee ruled in my favor last month and said I'm eligible for all those back weeks. It's been 4 weeks since the decision letter came and I still haven't received a PENNY of the 12 weeks of payments they owe me. My Money Network card is still showing $0. Does anyone know how long it typically takes for them to release funds after winning an appeal? I'm about to be evicted and can't get through on the phone. Is there something else I'm supposed to do to trigger the payments?

congrats on winning! mine took about 5 weeks to process after my appeal victory but that was like 6 months ago so things might be different now

Thanks! Did they pay it all at once or in chunks? I'm stressed because I've got bills piling up from all these months with no income.

Did you check for any new open issues? Sometimes after an appeal they need to verify other things before releasing payment. Also make sure all your weekly claims for those 12 weeks were actually filed properly. I've seen people win appeals but then realize they missed filing for some weeks during the process.

Where would I see new open issues? My dashboard just shows 'appeal approved' but nothing else has changed. And yes I filed every single week religiously even when I was disqualified.

THIS IS WHY THE PA UC SYSTEM IS BROKEN!!!!! I won my appeal in February and had to wait NINE WEEKS for them to release my money! Even after you win they make you suffer. Call your state representative's office - that's what finally worked for me. The UC office magically found my payments 2 days after my rep contacted them. COINCIDENCE?? I THINK NOT!!!

YES! This right here. The state rep's office is the secret weapon with these things. I had a similar experience last year.

I work for a non-profit that helps people with UC issues. The current processing time after winning an appeal is typically 6-8 weeks (though it varies). Here's what might be causing delays: 1. If your benefit year expired during the appeal process, they need to establish a new one 2. They might be verifying all 12 weeks individually 3. There could be a backlog in the appeals payment processing unit I recommend checking if your payment status shows "payable" for those weeks in your claim history. If it shows "pending" or still shows the original disqualification reason, that's the issue.

Thank you for this detailed info. I checked my claim history and all weeks still show the original disqualification reason even though I have the referee decision letter saying I'm eligible. Is this normal or should I be worried?

That's the issue then. After an appeal victory, they need to manually update each week from disqualified to payable. Unfortunately, there's currently a backlog in this process. If it's been more than 6 weeks, I'd definitely recommend contacting your state representative as others suggested.

my cosin had this same problem last month but it was for only 8 weeks of pay. she kept trying to call them but couldnt get thru. then she used this service called Claimyr (claimyr.com) that got her connected to an actual UC rep in like 20 minutes instead of calling for days. the rep was able to see the problem right away and fix it. she got paid 2 days later. they have a video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2

I've never heard of this but I'm desperate at this point. Has anyone else used this service? I'm worried about giving my info to random websites.

i used it once when my biweekly claims kept getting stuck in pending for no reason. it actually works, just gets you past the busy signals so you can talk to someone. saved me days of redialing

hey just wondering did you have to refile all your weekly claims after winning the appeal? when i won mine back in january the lady on the phone told me i had to submit all my old weeks again even though i had already filed them when i was disqualified. might be worth checking

0 coins

No, nobody told me to refile anything! But that might explain the delay. How did you even do that? The system doesn't let me file for past weeks.

you cant do it online, you have to call and they can reopen those weeks for you to file again. at least thats what happened with me. definitely worth asking about when you get through to someone

Just to clarify a common misconception - you should NOT need to refile weekly claims after winning an appeal if you already filed them during the disqualification period. The system preserves those filings. The previous commenter's situation was likely different (perhaps they hadn't filed during some weeks). What's happening in your case is normal but frustrating. The referee decision doesn't automatically trigger payments - it goes to a separate department that must implement the decision by changing the status of each week from disqualified to payable. This process is currently taking 6-8 weeks due to backlogs. If you're facing eviction, request expedited processing when you speak with a representative. Also ask if your case has been assigned to an examiner in the appeals implementation unit yet.

Thank you SO MUCH for this clarification! I was about to panic thinking I needed to refile everything. I'll definitely ask about expedited processing and whether my case has been assigned when I finally reach someone.

i had a similar situation happen last year and when I finally got through they told me there was a "payment hold" on my account that wasn't showing up online. had to verify my identity AGAIN even though I'd already done it twice. check if there's anything like that going on.

Update us when you get your money! I've been tracking these payment times for my own research (dealing with my second appeal now) and it's ridiculous how inconsistent the timeframes are. Some people get paid in 3 weeks, others wait 3 MONTHS for the same exact situation.

Will do! I managed to get through using that Claimyr service someone mentioned above. The rep confirmed my payments are "in process" but said it could still be another 2-3 weeks because they're severely backlogged. At least I know it's coming eventually. Fingers crossed!

That's actually faster than I expected! Keep calling every week though - sometimes they say that just to get you off the phone. My experience is that the squeaky wheel gets the grease with PA UC.

I went through this exact same situation about 8 months ago and it was absolutely maddening. After winning my appeal, I waited 7 weeks for my backpay (it was for 9 weeks). What finally got things moving was filing a complaint with the PA Department of Labor & Industry's Bureau of Unemployment Compensation Benefits. You can do this online through their website. I filed the complaint on a Tuesday and got a call from a supervisor on Friday who expedited my case. Had my money deposited within 4 business days after that call. Also, make sure you're checking your UC dashboard daily - sometimes they'll add new "open issues" that need to be resolved before they can release payments, and these don't always trigger email notifications. Good luck and don't give up!

This is incredibly helpful! I had no idea you could file a complaint with the Bureau of UC Benefits. I've been checking my dashboard obsessively but haven't seen any new issues pop up - just the same old "appeal approved" status. I'm definitely going to file that complaint tomorrow morning. 7 weeks is still a long time but at least you got results once you escalated it. Thanks for sharing the exact steps you took!

I'm going through something similar right now - won my appeal 3 weeks ago for 8 weeks of back pay and still nothing. Reading through all these responses is both reassuring and frustrating at the same time. It sounds like 4-9 weeks is pretty normal which is insane considering we already waited months just to get the appeal hearing. I'm going to try that Bureau of UC Benefits complaint route that Angel mentioned since I'm also facing financial hardship. Has anyone had luck with contacting their local state senator's office instead of just the representative? I'm wondering if senators might have more pull with the state agencies.

I actually contacted my state senator's office last year when I had a similar issue with delayed payments after winning an appeal. In my experience, senators' offices tend to have dedicated caseworkers who specialize in state agency issues, whereas representatives' offices sometimes handle these as general constituent services. My senator's office got back to me within 48 hours and had someone contact the UC office directly. I think it's worth trying both honestly - whoever responds first and seems most engaged is who you want to work with. The key is explaining that you're facing immediate financial hardship and need expedited processing. Good luck with the Bureau complaint too - it sounds like having multiple pressure points really helps move these cases along.

I'm dealing with almost the exact same situation right now! Won my appeal 5 weeks ago for 10 weeks of back pay and still haven't seen a dime. What's really frustrating is that my claim status online still shows the original disqualification reasons even though I have the referee's written decision saying I'm eligible. After reading everyone's responses here, I'm planning to file that Bureau of UC Benefits complaint tomorrow and also contact both my state rep AND senator's office. It's ridiculous that we have to jump through all these hoops after already proving we deserve the benefits. The system is completely broken when winning your case is only half the battle. Thanks everyone for sharing your experiences and timelines - at least now I know I'm not alone in this nightmare!
