Who approves unemployment claims at NYS Department of Labor - confused about the process

I'm really confused about who actually makes the decision on unemployment claims. I filed my initial claim 2 weeks ago and it's been sitting in pending status. When I call the NYS Department of Labor phone line, they just say someone will review it but they won't tell me who or when. Is it an automated system? A specific person? A department? The adjudication process can take anywhere from 2-6 weeks depending on how complicated your case is. If your employer doesn't respond within 10 days, NYS Department of Labor will make a decision based on the information they have. You can check your claim status on the my.ny.gov portal but calling them is pretty much useless - I've had better luck using a service called Claimyr (claimyr.com) that actually gets you through to real agents. THE WHOLE SYSTEM IS A JOKE! They have people making decisions who don't understand basic employment law. I got denied because some clerk thought I quit when I was actually laid off. Had to go through the whole appeal process just to get someone with a brain to look at my case.
