Can I re apply for unemployment benefits after my claim expired last year?

My unemployment benefits ran out in September and I've been working part-time since then but it's not enough to cover my bills. The job market is still really tough and I'm barely getting 20 hours a week. Can I re apply for unemployment benefits with NYS Department of Labor or do I need to wait a certain amount of time? I'm not sure if there's a waiting period or if I need to meet different requirements since I already collected benefits before. Has anyone been through this process of reapplying?
