I had such a hard time getting through to NYS Department of Labor to ask about this exact question last year. Spent hours on hold trying to reach someone who could explain what counts as remuneration. Made it so much easier to get my questions answered about reporting requirements.
The remuneration question trips up SO many people! I work in HR and see this confusion all the time. Just remember - if you did any work or received any payment related to work during the week you're certifying for, report it. NYS Department of Labor would rather you report something that doesn't count than miss something that does. Better safe than sorry when it comes to unemployment fraud accusations.
My sister just got approved last month and it took exactly 3 weeks from filing to first payment. She also had a layoff situation so maybe that helps with timing?
UGH the whole system is so stressful! I've been waiting 4 weeks now and still nothing. How are we supposed to pay bills while waiting for them to make up their minds? The uncertainty is killing me more than the actual unemployment.
Wait I'm confused about the base period thing... is that the last 4 quarters or the last year? And what if I just started working recently?
THE SYSTEM IS A JOKE! I've been waiting 5 weeks for my first payment because they keep saying my claim is under review. Meanwhile I can't pay my rent! And good luck trying to call them - the phone just hangs up on you after an hour on hold.

The whole system is rigged anyway!! They deny everyone first hoping you just give up. I got denied initially too even though I was clearly laid off due to company downsizing. Had to appeal and fight for months before finally getting approved. Document EVERYTHING for your appeal!

For unsafe working conditions, you'll need evidence like: written complaints you filed, photos of hazards, witness statements from coworkers, any responses from management, documentation that you tried internal remedies first. The key is showing you had no reasonable alternative but to quit. NYS Department of Labor considers this 'constructive dismissal' if you can prove it.

•Submit everything relevant with your initial appeal. Don't wait for them to ask - they might not give you another chance to add documentation.
