I think the unemployment rate was around 3.2% in 1929 right before the crash but then shot up to like 25% by 1933. The 1920s were deceptive because things looked great on the surface but there were underlying problems building up.

The NYS Department of Labor disqualification system is basically designed to deny as many people as possible initially. They know most people won't bother appealing even when they have a valid case. Don't let them intimidate you - if you were truly laid off, you absolutely deserve those benefits.
dont forget about the work search thing too!! you have to do 3 work search activities every week to keep getting benefits. lots of people get disqualified for not doing that properly. also if you turn down a job offer that NYS considers suitable you can lose benefits

Just a heads up - if you can't pay the full amount when you file, you can set up a payment plan with both IRS and NY state. Don't just not file because you can't pay, that makes penalties way worse. File on time even if you can't pay and then work out payment arrangements.
