Your cousin might have been referring to a different tax benefit, or possibly was still processing an amended return from the 2020 exclusion (some of those took a long time). There definitely wasn't an unemployment exclusion for 2023 taxes (filed in 2024), and there isn't one currently planned for 2024 taxes (filing in 2025) either. He might have qualified for earned income credit or other tax benefits that reduced his overall tax burden.

UPDATE: I want to thank everyone for all the helpful advice! I spoke with HR and they confirmed I'll get 5 paid sick days through the company. I've also started my application for the additional NY COVID benefits with all the documentation everyone suggested. My doctor provided the note right away. I'm feeling a bit better today but still testing positive and following quarantine protocols. Really appreciate all the information - it made this whole process much less stressful!
Glad to hear you're feeling better! Just remember that even after the 5 paid days from your employer, you need to follow up on your state benefits application. They don't automatically kick in - the two systems are separate. And don't return to work until you're fully cleared, even if there's pressure from your job. Your health comes first!
Update on my situation - I went back to work yesterday and it was honestly a nightmare. No masks, people coughing, windows closed. I documented everything and took pictures. Going to my doctor tomorrow to see if I can get a note saying this environment is unsafe with my asthma. Will update on whether it works for unemployment purposes.

Something kinda related - my friend wasn't vaccinated but got laid off for "budget cuts" even though they only laid off unvaccinated people. She got unemployment no problem because on paper it was a layoff not a firing for cause. Just mentioning in case that helps someone.
