I've been helping people with unemployment appeals for years and this denial doesn't make sense based on what you've described. When you file your appeal, emphasize these points: 1) You were laid off due to lack of work/economic reasons 2) You are able, available and actively seeking work 3) You're willing to accept suitable employment at prevailing wage rates. The minimum wage increase is irrelevant to your eligibility. The key thing is whether you earned enough wages during your benefit year to meet the monetary requirements for a new claim. If you worked part-time while collecting, those earnings could count toward establishing a new benefit year. You'll need to file a new application and they'll determine if you're monetarily eligible based on your recent work history.

How does that work exactly? Sounds too good to be true with how impossible it is to reach anyone at NYS Department of Labor these days.
The confusion comes from people not understanding the difference between earned benefits vs welfare benefits. UI is earned - you literally paid premiums for this insurance through your paychecks. Same reason Social Security isn't public charge even though it's government money. If you're still worried, call NYS Department of Labor and ask to speak with someone about this, though I've had trouble getting through lately with their phone system being so backed up.

•Not necessarily - it depends on factors like whether you exhausted other childcare options, if you gave proper notice, if you tried to arrange coverage, and what your company's policies were. Child care emergencies can sometimes qualify as good cause but it's evaluated case by case.

Update: I think I'm going to appeal this. Reading through everything you all posted it sounds like my situation might have some gray areas worth fighting for. At minimum I need to understand exactly what they consider misconduct in my case.
