Need help setting up IRS payment plan - can't afford full payment

Hey everyone, I'm in a bit of a pickle. I got a notice saying I need to make a full payment, but there's no way I can afford that right now. Has anyone had any luck setting up a payment plan? I'm hoping to work out some kind of installment agreement that won't break the bank. Any advice on how to approach this or what to say when I call?

I found a way to actually get someone on the phone. I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works. Here's a video about it: https://youtu.be/Jc9x-gysK0
