Fuel Tax Credit (Form 4136) preventing refund? Need clarity on this!

I filed my taxes with the fuel tax credit this year. Someone told me that including form 4136 means I won't get any refund at all? Is this true? Getting worried since I was counting on that money.

I think ppl are confusing this w/ the ERC credit which is different. Fuel tax credit might delay but won't stop refund
