You usually need to update your address with the state separately. Each state has its own process for this.

Pro tip: if you're setting up a payment plan, try to avoid using your credit card. The processing fees are insane. Direct debit from your bank account is usually the cheapest option.

Have you checked if there were any errors on your return? Sometimes that can hold things up.
PSA: If you're really desperate for your refund, you can request a tax transcript. Sometimes it shows pending refunds before the Where's My Refund tool updates. Google 'IRS Get Transcript' for more info.
