DEO overpayment already repaid but received collection letter - help!

I'm in a weird situation with DEO and getting nowhere. Last September I received an overpayment notice for $2,750 that I immediately paid back through the CONNECT website (used my credit card and got the confirmation email). Now in January 2025, I just received a collection letter from DEO demanding the same amount again! The letter threatens collections if not paid within 30 days. I've tried calling DEO non-stop for three days - either get disconnected or stuck on hold until the system kicks me off after 2 hours. I've sent 2 messages through CONNECT but who knows if anyone reads those. I have the receipt and confirmation email from my payment last year, but no way to actually communicate this to a human at DEO. I'm worried this will damage my credit if it goes to collections over a payment I ALREADY MADE. Has anyone dealt with this double-billing situation? What's the best way to get this resolved when you can't reach anyone by phone?

What did your cousin end up doing? I'm honestly stressing about this every day.

You need to send a written appeal with proof of payment immediately. Include a copy of your payment confirmation, the confirmation email, and a cover letter explaining the situation. Mail it certified with return receipt to: Department of Economic Opportunity Benefit Payment Control P.O. Box 5350 Tallahassee, FL 32314-5350 Make sure to include your claimant ID number on everything. While waiting for a response, also email RA.BPC@deo.myflorida.com with the same information (but don't include your full SSN in email). The appeal needs to be postmarked within 20 days of the date on the collection letter.

Thank you! I didn't realize there was a specific appeals address for overpayment issues. I'll send this out tomorrow with all my documentation. Do you know roughly how long they take to process these kinds of appeals? I'm worried about the 30-day deadline.

Processing time varies widely - anywhere from 3-8 weeks right now. But sending the appeal stops the collections process while they review. Just make sure you keep proof that you submitted it (that's why certified mail is important).

I had almost the exact same thing happen but it was for $1800!!! Their system is completely broken. I had to go in person to a CareerSource office to get it resolved because phones were useless. Bring ALL your documentation - payment confirmation, bank statement showing the charge, any emails. The CareerSource staff can't fix it directly but they have special contacts at DEO they can reach. Took about 2 weeks after my visit but they finally fixed it.

That's a great idea! I didn't even think about going to CareerSource. There's one about 30 minutes from my house. Did you need an appointment or could you just walk in?

I made an appointment online first but I think most locations take walk-ins. Just check their website to be sure. Definitely bring physical copies of EVERYTHING.

DEO did this to me THREE TIMES for the same overpayment!!! Paid it, got another notice, paid it AGAIN thinking I was mistaken, then realized they were double-charging me! Took 4 months to get my money back for the duplicate payment. The whole system is a SCAM designed to confuse people into paying multiple times!!

They're not scamming people intentionally - it's just terrible system integration between their payment processing system and their collections department. It's a bureaucratic mess, not a conspiracy. I worked in a similar state agency (not Florida) and these systems literally don't talk to each other properly.

Have you tried using Claimyr? It got me through to a real DEO agent after weeks of trying on my own. Their system holds your place in line so you don't have to stay on hold forever. Costs money but was worth it for me because I had a similar overpayment issue that needed urgent resolution. You can see how it works in their video demo: https://youtu.be/UzW_hbUy-ss?si=zORd51jeq1GX5Ldj or go to claimyr.com. The DEO agent I spoke with was able to pull up my payment history and fix the duplicate billing in one call.

I hadn't heard of this service before. Did they actually get you through to someone who could help with overpayment issues specifically? I'm willing to pay if it means fixing this before it hits my credit.

Yes, they connected me to the regular DEO line but their system held my place in line. I got through to the benefits payment control department after about 45 minutes (instead of never getting through on my own). The agent was able to see both my original overpayment and my repayment in the system.

This happens ALL THE TIME with deo. I had to fax (yes, seriously, FAX in 2025) my payment receipt to 850-617-6504 with a cover letter. Then i called every day for a week until i got through. When you do get through, ask for a supervisor immediately - regular agents cant access the payment system to confirm your payment.

I'm a benefits counselor, and I see this issue frequently. Here's what's happening: DEO's payment processing system and their accounts receivable system are separate. When you make a payment, it goes into one system, but there's often a delay in that payment being recognized in the other system. Your best approach is two-fold: 1. Send a formal appeal as others have suggested (certified mail with all documentation) 2. Contact your state representative's office - they have constituent services specifically for DEO issues and can often get things resolved much faster In the meantime, document everything. If you do end up with an incorrect collections report, you'll have evidence to dispute it with the credit bureaus. It's frustrating, but I've never seen a case where a person who actually made their payment ended up with permanent consequences - it just takes persistence to get it fixed.

Thank you for explaining what's happening! I'm going to try the state representative approach - hadn't thought of that. I'll also send in the appeal with all my documentation. Really appreciate the reassurance that it can be fixed with persistence.

just wondering has anyone used the new connect app? is it any better for this kinda thing or just as bad as the website?

The CONNECT mobile app is better for weekly claims and checking status, but for complex issues like overpayments, it has the same limitations as the website. Payment disputes still need to be handled through the formal appeals process.

DEO DOESN'T CARE!!! They want people to pay twice! I KNOW ppl who had wages garnished even after paying!!!

While DEO has many issues, they don't intentionally collect twice. I've helped dozens of people with overpayment problems, and every legitimate payment is eventually recognized. The key is documenting everything and being persistent with appeals. The system is broken, but if you follow the proper channels, it does get resolved.

UPDATE: I wanted to let everyone know what worked for me. I tried several of the suggestions here: 1. Sent the certified letter with all my documentation to the appeals address 2. Visited my local CareerSource office (thanks for that tip!) 3. Eventually used Claimyr to get through by phone The CareerSource visit was actually the most helpful - they have a direct line to DEO and filed a case for me. Two weeks later I received confirmation that they found my payment and are canceling the collection notice! Thanks everyone for the help during this stressful time. For anyone else dealing with this: DOCUMENT EVERYTHING and be persistent!

So glad you got it resolved! CareerSource was my lifesaver too - they don't advertise those DEO connections enough.
