FL DEO claiming I owe overpayment but 1099-G shows wrong amount - can't reach anyone!
I'm in serious trouble with FL DEO and can't reach a single human to help! My 1099-G tax form from 2020 shows they paid me almost DOUBLE what I actually received in my bank account. When I first got the tax form, I called and the rep insisted it was correct (it wasn't). Now, in 2025, I just got hit with an overpayment notice saying I owe them money back?! This makes no sense - how can I owe money when I never got the full amount they claim I received in the first place? Every time I call the main DEO number, I go through all the phone prompts just to have the system tell me 'sorry, we're receiving more calls than normal and can't process your call at this time' and then it HANGS UP on me. The overpayment notice doesn't even have contact info except for a payment website that doesn't work - I just get a 'Not found' error. I've tried emailing through CONNECT but no response after 2 weeks. Has anyone managed to actually reach a human at DEO recently? I need to get this fixed before they start garnishing my wages or something crazy.

•Exactly! How did you end up handling it? I'm freaking out because they're threatening collections if I don't pay within 30 days.

You need to formally appeal the overpayment determination ASAP. You only have 20 calendar days from the date on the notice. Don't wait to get through on the phone - file the appeal through CONNECT and then gather your bank statements showing all deposits received. Compare those with the 1099-G amount and the weekly payment history in your CONNECT account. This is actually a common issue - sometimes they count money that was approved but never actually paid due to holds or adjudication issues.

•Thank you for this info. I didn't realize there was a formal appeal process. I'll log into CONNECT right now and look for the appeal option. Do you know what section it's under? And do I need to upload my bank statements with the initial appeal or wait until they request them?

•It's under the 'Determination, Pending Issue and Decision Summary' section. Click on the determination about the overpayment and you should see an appeal option. Upload your bank statements immediately as supporting documents - don't wait. Also include a written explanation that clearly outlines the discrepancy between what the 1099-G shows and what you actually received. Be very specific with dates and amounts.

DEO is the WORST agency in FL!! I've been fighting an overpayment for 3 months. They sent me $0 in benefits after 4 months of waiting, then claimed I was overpaid $4,250!!! Make it make sense!!! They auto-generated these overpayment notices to thousands of people without checking anything. THEYRE ALL INCOMPETENT!!!

I had this exact issue with DEO last year. After trying to call for weeks with no luck, I finally used Claimyr (claimyr.com) to get through to an actual agent. It costs a little but was totally worth it because I was facing a $5,800 overpayment claim that wasn't my fault. The agent was able to see that there was a system error where benefits were approved but some were never disbursed to my account. They fixed it on the spot and removed the overpayment. They have a video showing how it works: https://youtu.be/UzW_hbUy-ss?si=zORd51jeq1GX5Ldj

•Thank you for the recommendation! I've never heard of Claimyr before. Did they connect you quickly? At this point I'd pay anything to get this resolved before the overpayment goes to collections.

•Yes, I got connected within about 20 minutes. The DEO agent told me they've been seeing lots of these discrepancies in the system lately, especially with claims from the COVID period. Make sure you have all your bank statements and tax forms ready when you call.

I work as an employment advocate and see this issue frequently. Here's what's happening: During 2020, DEO's CONNECT system approved payments that sometimes didn't actually process due to various holds. However, their tax reporting system counted those approved-but-not-paid benefits in your 1099-G. You need to: 1. File an appeal within the 20-day window 2. Request a "Benefits Payment History" from your CONNECT account 3. Compare this with your bank statements 4. File a 1099-G correction request (separate process) 5. Submit all documentation showing the discrepancy If you miss the 20-day appeal window, you can still request a "good cause" exception for a late appeal, but it's much harder to get approved.

•wow this is super helpful! Do we file the 1099-G correction thru the IRS or thru Florida DEO??

•You file the 1099-G correction through DEO, not the IRS. In CONNECT, go to "Tax Forms" and select "Request 1099-G Correction." You'll need to upload your evidence showing the discrepancy. The IRS only gets involved after DEO issues a corrected 1099-G.

•That's EXACTLY what they're counting on! They make it so difficult to appeal that people just give up and pay. It's basically extortion!!!

Has anyone actually gotten through by calling at a specific time of day? I've heard early morning (right when they open) might work better? I'm dealing with a different issue but also can't reach anyone.

•I tried calling at 7:29am (they open at 7:30am) and still got the same recording and hangup. Its like nobody actually works there!!!

•I tried all different times for weeks before using Claimyr. The problem isn't just high call volume - they actually limit how many calls can even sit in the queue. So even if agents are available, the system hangs up once the queue limit is reached. Really frustrating system.

UPDATE: The DEO just released a new form specifically for 2020-2021 overpayment disputes where there's a 1099-G discrepancy. It's called the "Benefit Payment Reconciliation Request." You can find it under the "Forms and Publications" section of CONNECT. This form lets you specifically flag cases where your 1099-G doesn't match what you received. They implemented this in March 2025 because so many people were having this exact issue.
