Where to file unemployment in California - EDD online vs phone options explained
I got laid off from my warehouse job last Friday and I have no idea where to file unemployment or how the process even works. My supervisor just handed me a termination letter and said good luck basically. I've been googling around and I keep seeing different things - some sites say to go in person, others say to do it online, and my coworker told me I have to call a special number first? I don't want to mess this up because I have rent due in 3 weeks and I can't afford to delay getting benefits started. Can someone who actually knows the California EDD system tell me where to file unemployment and what the fastest way to get my claim going is? Also do I need to do anything before I file like register somewhere or get documents together? I feel completely lost right now.

Hey, first of all take a breath - you came to the right place and this is totally manageable. The main place to file your California unemployment claim is online at UI Online through the EDD website at edd.ca.gov. That's hands down the fastest way to get your claim started. You do NOT need to call first or go anywhere in person. Here's what you'll need to gather before you start the online application: your Social Security number, your employer's name and address (your termination letter should have this), your last date of work, and your earnings for the past 18 months approximately. The whole online application usually takes about 30-45 minutes. Once submitted, EDD typically processes initial claims within 3 weeks, though adjudication can sometimes extend that timeline if there are any issues flagged on your claim.

AuthorThank you this is super helpful! So I just go to edd.ca.gov and there's an option to file a new claim? I don't need to create an account first or anything like that?

You will create a myEDD account as part of the process - it's quick and you'll use that same account to certify for benefits every two weeks after your claim is approved. Just head to edd.ca.gov and look for the 'File a UI Claim' button, it walks you through everything step by step.

also make sure you file ASAP because benefits don't start until the week you file, they don't backdate to when you got laid off usually

Jumping in to add some practical details. When you file online through UI Online, the system will ask you questions about why you left your job. Since you were laid off, select 'lack of work' as your reason - this is the most straightforward path to approval. Do NOT say you quit or resigned even if your paperwork says anything weird. Keep your termination letter handy while filling out the form. After you submit your claim you'll get a confirmation number - save that. Within about 10 days you should receive a paper notice in the mail with your claim information. The first week after filing is called a 'waiting week' where you won't receive payment but you still need to certify. This trips up a lot of first-time claimants.

AuthorWait so even after I file I still have to do something every week? What does certifying mean exactly?

CosmosCaptain
Certifying means answering a short questionnaire every two weeks through UI Online confirming you were able and available to work, that you were actively looking for jobs, and reporting any wages you earned. It's how EDD verifies you're still eligible each payment period. If you miss a certification week you don't get paid for that period.

the waiting week thing is so annoying, feels like punishment for getting laid off lol

Since you mentioned you're stressed about timing - I totally get that. When I filed my claim earlier this year I was also freaking out about bills. One thing nobody told me was that even after filing online, sometimes your claim gets flagged for something called adjudication which means an EDD rep needs to review it manually and it can add weeks to the process. When that happened to me I needed to actually TALK to someone at EDD and calling their main line was an absolute nightmare. I tried for two solid weeks and couldn't get through. Someone in a thread like this one actually pointed me toward Claimyr (claimyr.com) - it's a service that basically holds your place in the EDD phone queue and calls you back when an agent is available. There's a demo video at https://youtu.be/JmuwXR7HA10 that shows how it works. Ended up getting through to an EDD agent the same day I used it. Hopefully your claim goes smooth and you won't need it, but bookmarking it just in case saved me a lot of stress.

AuthorOh wow I didn't even know adjudication was a thing that could happen. What usually triggers that? Is it common for layoffs?
0 coins
Omar Fawzi
Layoffs are usually pretty clean but adjudication can get triggered if your employer contests the claim, if there's a discrepancy in your earnings info, or sometimes just randomly for identity verification. It's not super common for straightforward layoffs but definitely happens. The key thing is if you get a letter saying your claim is in adjudication, don't panic, it just means someone needs to review it.

I second the Claimyr recommendation. EDD phone system is genuinely one of the worst I've ever dealt with and having a backup plan for actually reaching a human is smart.

ok so where to file unemployment this is what I googled too lol. for california its definitely the EDD website online filing is the way to go. in person offices barely do anything anymore they just tell you to go online anyway. wasted half a day at one once

AuthorUgh good to know about the in-person thing, I was actually considering driving to an office. That would have been a waste of time.

yeah they basically just hand you a pamphlet and say file online. save yourself the trip

I want to make sure you have the full picture on documents because the online application will ask for some specific things. For your work history you'll need: dates of employment (not just at your last job but any jobs in the past 18 months), gross earnings per week or pay period, and your employer's EDD account number if you have it (it's on your W-2 but don't stress if you don't have it, EDD can look it up). For identity verification you'll need your SSN and may need a CA driver's license or ID number. If you're not a US citizen there are additional steps. If you worked for a federal government employer or the military those have separate filing processes. For most regular private sector employees though the UI Online application is totally sufficient and straightforward.

AuthorI worked at one place for the past 2 years so this should be pretty simple right? Do I need all 18 months of history or just my most recent job?
0 coins
Anastasia Romanov
Just your most recent employer is fine for the primary entry - EDD pulls wage records from the state so they have most of your earnings history already. You mainly need to accurately report your last day of work and your reason for separation. The 18-month lookback is how EDD determines your benefit amount based on your base period wages, but that's calculated automatically.

also keep your paystubs if you have them just in case EDD questions anything about your earnings. better safe than sorry

My brother went through this exact situation six months ago. He was so confused about where to file unemployment too and almost called a third party 'filing service' he found that was going to charge him like $75 to file his claim. DO NOT pay anyone to file your California EDD claim. The UI Online application on edd.ca.gov is completely free. Those third party sites are scams or at best unnecessary. EDD's system is a bit clunky but it works and there's no reason to pay for help filing.

Yeah they buy ads so they show up high in search results. Always make sure the URL is actually edd.ca.gov before entering any information.

NOBODY told me about the job search requirements when I filed my first claim and I almost lost my benefits over it. Starting the FIRST week you certify you are required to conduct at least 3 employer contacts per week in California as your job search activity. You need to keep a log with the employer name, contact method, position applied for, and date. EDD can audit this at any time. This is not optional even if you think you're about to get your old job back or are waiting for another offer. Make sure you set up a CalJOBS account too at caljobs.ca.gov - EDD sometimes requires it for certain claimants.

Malik Robinson
Author3 contacts per week seems like a lot when I'm also dealing with everything else. Does applying online count as a contact?
0 coins
Zara Malik
Yes absolutely, an online job application counts as one employer contact. Most people meet the requirement easily through Indeed or LinkedIn applications. The main thing is keeping the documentation in case you're ever audited.

You can also get a job search exemption through standby status if your employer says they expect to recall you within 60 days - worth asking your former employer if that applies to you since it would waive the weekly job search requirement.

AuthorMy layoff didn't sound like a recall situation unfortunately but good to know about standby for future reference.

Something that helped me when I was confused about where to file unemployment was the EDD YouTube channel - they actually have walkthrough videos showing the UI Online filing process screen by screen. Just search 'EDD file unemployment claim' on YouTube. There's also an EDD chat feature on their website during business hours that can answer basic questions. The online help resources are actually pretty decent, it's only when you have a complicated issue that actually reaching a human becomes necessary.

just filed mine last month so this is fresh for me. the UI Online application took me maybe 25 minutes total. tip: do it on a computer not your phone, the mobile experience is not great. also do it in one sitting if you can because I tried to save and come back and had some weird issues with the session timing out

Let me also explain what happens AFTER you file since a lot of people don't know the next steps. After submitting your claim online: 1) You'll get an email/confirmation immediately 2) Within 10-14 days you'll get a paper Notice of Unemployment Insurance Award in the mail if approved, OR a notice requesting more information if there's an issue 3) You need to certify for benefits starting the SECOND week after you file (first week is the unpaid waiting period) 4) Set up your payment method - either Bank of America EDD debit card (automatic) or direct deposit to your own bank account through UI Online. Direct deposit is faster and I strongly recommend it over the debit card.
0 coins
Malik Robinson
AuthorHow do I set up direct deposit? Is that something I do during the initial application or after?
0 coins
CosmosCaptain
You set it up in UI Online after your claim is filed - log back in and there's a payment options section. Can take 1-2 business days to verify your bank account so do it as soon as you can after filing.

direct deposit 100% over the EDD debit card. card has random fees and sometimes gets frozen for security reasons at the worst times

I'm gonna be the voice of doom here but make sure you understand that EDD can and does deny claims even for legitimate layoffs sometimes. If your employer fights your claim or submits inaccurate information about your separation, you could end up in adjudication or even get a disqualification notice. If that happens you have 30 days to file an appeal through the California Unemployment Insurance Appeals Board. Don't just give up if you get denied - the appeals process exists for a reason and many denials get overturned. Source: went through this myself and won my appeal after 8 weeks.
0 coins
Malik Robinson
AuthorThat's scary to hear but also good to know. What do you do during the 8 weeks while the appeal is processing? Do you just not get paid?
0 coins
Nia Thompson
You continue filing your weekly certifications the whole time and if your appeal is successful they pay you retroactively for all the weeks you certified during the appeal period. So do NOT stop certifying even if your claim is denied.

And this is another situation where being able to reach an actual EDD phone agent becomes really important. When I had a claim issue I used Claimyr again (claimyr.com) to get through to someone who could explain exactly what was happening with my case rather than just reading generic letters.

has anyone else noticed that the EDD website goes down on sundays sometimes for maintenance? ive tried to certify sunday morning a few times and gotten errors. just FYI for anyone planning when to file their initial claim or certify, weekdays during business hours seem most reliable

YES this happened to me and I panicked thinking I missed my certification window. You're still fine to certify on Monday if Sunday doesn't work, the window is usually a couple days.

Quick question for the thread - OP mentioned warehouse work. I want to make sure they know that if they were a W-2 employee (taxes withheld from paycheck) they file through regular EDD UI Online. But if they were classified as a contractor or 1099 worker, the situation is completely different. California has some of the strongest worker classification laws in the country (AB5) so even some gig workers qualify for regular UI, but the filing process and eligibility rules can be more complicated. Just wanted to flag this in case it applies.

Malik Robinson
AuthorI was definitely a regular W-2 employee, my taxes came out of every paycheck. So regular UI Online applies to me, right?
0 coins
StellarSurfer
Yes exactly, standard W-2 employee laid off = file through UI Online at edd.ca.gov, straightforward process. You're in the clearest eligibility category.

Anastasia Romanov
Good catch mentioning that. Worker classification questions are one of the most common things that trigger adjudication delays so it's important to have the right answer on that question in the application.

omg reading this whole thread and so glad I found it. I'm in almost the exact same situation as OP, laid off two weeks ago from retail and have been putting off filing because I didn't know where to start. Filing right now while reading this thread

One thing I want to add for anyone in the future who finds this thread - there's a difference between where to FILE unemployment (UI Online, one-time process) versus where to CERTIFY for ongoing benefits (also UI Online, every two weeks indefinitely). Some people think filing once is all they have to do and then are confused when payments stop. The certification step is ongoing for as long as you're collecting benefits and looking for work.
0 coins
Diego Mendoza
this is such an important distinction. my cousin missed two certification weeks because he thought he only had to do something once and lost like 3 weeks of benefits

Yeah EDD does send reminder emails and texts if you have those set up but it's easy to miss. Set a recurring calendar reminder for your certification days.

RANT BUT ALSO HELPFUL INFO: the EDD phone system is absolutely broken. I know this thread is about where to file online but I want future readers to know that if you ever need to call EDD for ANY reason - adjudication issues, payment problems, employer disputes - it is an ordeal. I've spent HOURS on hold only to get disconnected. The callback system doesn't always work. I eventually found Claimyr at claimyr.com which actually got me through to an EDD agent. There's a video showing how it works at https://youtu.be/JmuwXR7HA10. Honestly wish I'd known about it months earlier when my claim was stuck in adjudication for 6 weeks.

AuthorSaving this just in case. I'm hoping my claim is straightforward but it sounds like having a backup plan for reaching EDD is smart.

Exactly. File online and hopefully never need to call. But if you do need to call, don't do what I did and spend two weeks trying to get through the traditional way.

The EDD phone situation is genuinely infuriating. I've heard mixed things about third party services but when you're desperate and your rent is due you'll try anything.

I was skeptical too before I tried it but it worked for me when I had an adjudication issue. Just adding another data point.

small thing but make sure the address on your EDD claim matches your ID exactly. I had a typo and it caused an identity verification hold on my claim that took forever to sort out. EDD is very particular about names and addresses matching their records

AuthorOh wow I would have just typed whatever, didn't realize it needed to match exactly. Will be careful about that.

yeah like if your license says 'St' and you type 'Street' it can sometimes flag. little details matter with their verification system

Final comprehensive answer for anyone googling 'where to file unemployment' in California: FILE AT edd.ca.gov through the UI Online portal. It's free, it's the official state system, do not pay any third party service to file for you. Have your SSN, last employer info, dates of work, and earnings ready. The process takes 30-45 minutes. After filing, certify every two weeks, maintain your job search log with 3 contacts per week, set up direct deposit, and watch your mail for your award notice. If anything goes sideways with your claim and you need human help, be prepared for the EDD phone lines to be extremely backed up - plan accordingly. You got this.
